Less than 30 years after Fukuyama and others declared liberal democracy's eternal dominance, a third wave of autocratization is manifest. Gradual declines of democratic regime attributes characterize contemporary autocratization. Yet, we lack the appropriate conceptual and empirical tools to diagnose and compare such elusive processes. Addressing that gap, this article provides the first comprehensive empirical overview of all autocratization episodes from 1900 to today based on data from the Varieties of Democracy Project (V-Dem). We demonstrate that a third wave of autocratization is indeed unfolding. It mainly affects democracies with gradual setbacks under a legal façade. While this is a cause for concern, the historical perspective presented in this article shows that panic is not warranted: the current declines are relatively mild and the global share of democratic countries remains close to its all-time high. As it was premature to announce the "end of history" in 1992, it is premature to proclaim the "end of democracy" now.
In the wake of the Cold War, democracy has gained the status of a mantra. Yet there is no consensus about how to conceptualize and measure regimes such that meaningful comparisons can be made through time and across countries. In this prescriptive article, we argue for a new approach to conceptualization and measurement. We first review some of the weaknesses among traditional approaches. We then lay out our approach, which may be characterized ashistorical,multidimensional,disaggregated,andtransparent.We end by reviewing some of the payoffs such an approach might bring to the study of democracy.
Summary Primary ciliary dyskinesia (PCD) is characterized by dysfunction in respiratory and reproductive cilia/flagella and random determination of visceral asymmetry. Here, we identify the DRC1 subunit of the Nexin-Dynein Regulatory Complex (N-DRC), an axonemal structure critical for regulation of the dynein motors, and demonstrate that DRC1/CCDC164 mutations are involved in the pathogenesis of PCD. Loss-of-function DRC1/CCDC164 mutations result in severe defects in assembly of the N-DRC structure and defective ciliary movement in Chlamydomonas and humans. Our results highlight the role of N-DRC integrity for regulation of ciliary beating and provide the first direct evidence that drc mutations cause human disease.
The neural correlates of developmental dyslexia have been investigated intensively over the last two decades and reliable evidence for a dysfunction of left-hemispheric reading systems in dyslexic readers has been found in functional neuroimaging studies. In addition, structural imaging studies using voxel-based morphometry (VBM) demonstrated grey matter reductions in dyslexics in several brain regions. To objectively assess the consistency of these findings, we performed activation likelihood estimation (ALE) meta-analysis on nine published VBM studies reporting 62 foci of grey matter reduction in dyslexic readers. We found six significant clusters of convergence in bilateral temporo-parietal and left occipito-temporal cortical regions and in the cerebellum bilaterally. To identify possible overlaps between structural and functional deviations in dyslexic readers, we conducted additional ALE meta-analyses of imaging studies reporting functional underactivations (125 foci from 24 studies) or overactivations (95 foci from 11 studies ) in dyslexics. Subsequent conjunction analyses revealed overlaps between the results of the VBM meta-analysis and the meta-analysis of functional underactivations in the fusiform and supramarginal gyri of the left hemisphere. An overlap between VBM results and the meta-analysis of functional overactivations was found in the left cerebellum. The results of our study provide evidence for consistent grey matter variations bilaterally in the dyslexic brain and substantial overlap of these structural variations with functional abnormalities in left hemispheric regions.
We analyze the adoption of nonpharmaceutical interventions in the Organisation for Economic Co-operation and Development (OECD) countries during the early phase of the coronavirus disease 2019 (COVID-19) pandemic. Given the complexity associated with pandemic decisions, governments are faced with the dilemma of how to act quickly when their core decision-making processes are based on deliberations balancing political considerations. Our findings show that, in times of severe crisis, governments follow the lead of others and base their decisions on what other countries do. Governments in countries with a stronger democratic structure are slower to react in the face of the pandemic but are more sensitive to the influence of other countries. We provide insights for research on international policy diffusion and research on the political consequences of the COVID-19 pandemic.
The recent surge in popularity of ‘accountability’ in public administration and international development seems in part divorced from centuries of conceptual and empirical work done in related disciplines of finance and accounting, and in political science. This article brings together the core meaning of accountability as used in hundreds of previous works, and seeks to bring order to the litany of subtypes in this literature. An organizing scheme with three dimensions (source of control, strength of control, and direction of relationship) captures all the existing varying types of accountability. The resulting typology also clarifies that varying subtypes have not only different actors and characteristics, but also seek to uphold varying values and are facing different challenges. These have important implications both for research and the (im-)possibility of translating findings from one subtype field to another; as well as practical implications for the policy world. Points for practitioners Accountability has several different forms depending on the actors (e.g. citizens–politicians; politicians–bureaucrats; or judges–citizens). These types of accountability seek to protect different values, and are accompanied by varying challenges. Yet, everything is not accountability: it is but one of many possible ways to constrain the (mis-)use of power. This article clarifies the core idea of accountability. It then depicts the full range of subtypes with their different characteristics and problems. This can function as a guide for policy makers and practitioners when seeking to address weaknesses in accountability of varying actors based on acknowledging their differences.

Generally, wherever countries are formally sovereign (in international law) they are treated as countries in V-Dem. However, the recognized sovereignty of a country in international law is sometimes more extensive than the definition of a country in V-Dem. For example, China claims formal sovereignty over Hong Kong, Macau, and Taiwan (at least, according to the PRC), while we regard these entities as separate countries because they enjoy a good deal of autonomy and because their polities work differently than the PRC's.
