Resumo Em 1906, Emílio Ribas reorganizou o Serviço Sanitário e centralizou na capital os serviços de saúde pública do estado de São Paulo. Nesse projeto, a campanha de combate ao tracoma, uma enfermidade oftálmica, foi implantada. Este artigo analisa essa campanha que atendeu os enfermos das propriedades rurais em um processo que antecedeu ao Código Sanitário Rural de 1917. O material empírico foi composto por relatórios governamentais, decretos, periódicos médicos e jornais. Concluímos que Ribas, ao criar uma estrutura que unificou os esforços dos distritos sanitários com as equipes de atendimento das Comissões do Tracoma, buscou formar um complexo aparato para combater as enfermidades presentes tanto nas áreas urbanas quanto na zona rural.
[pt] Neste artigo, a intenção é historicizar sobre o primeiro hospital de São Paulo dedicado a oftalmologia. O Hospital Ophtálmico Internacional foi fundado por italianos em 1903 em meio ao processo endêmico de tracoma no estado. Objetivamos compreender as circunstâncias históricas e as motivações políticas e econômicas que impulsionaram sua fundação, além de inferir sobre as relações entre as esferas públicas e privadas. Como o hospital foi criado inicialmente para atender imigrantes italianos que vieram trabalhar em São Paulo, articulamos, nesta história, as ações em saúde encetadas no Hospital com o processo de expansão da lavoura cafeeira e a imigração italiana. Em termos documentais, a pesquisa pautou-se em relatórios governamentais, matérias jornalísticas, teses e artigos científicos. A partir da historicidade da instituição, foi possível identificar a atuação da igreja católica na fundação do hospital, compreender os interesses econômicos dos fundadores do hospital ao defenderem a elite cafeeira paulista das denúncias de maus tratos dos seus trabalhadores e inferir sobre as motivações políticas na manutenção de uma instituição que primava atender enfermos de tracoma.
RESUMO O tracoma, uma enfermidade oftálmica com alto risco de cegueira, tornou-se endêmica no final do século XIX em vários países da Europa, Ásia, África e América. No Brasil, a doença foi mais intensa nos estados com forte política imigratória, em especial em São Paulo, atingindo principalmente a população rural. Este artigo objetiva analisar como a disseminação do tracoma no início do século XX em São Paulo criou fissuras nas relações internacionais e como as pressões dos países vinculados às políticas imigratórias poderiam ter influenciado nas medidas profiláticas implantadas. A pesquisa relevou que as atuações governamentais de combate ao tracoma, realizadas de forma intermitente, coincidiram com os períodos de dissensos com a Itália, Espanha e Argentina, demonstrando que as questões migratórias estavam fortemente alicerceadas entre os fatores que definiram a política sanitária do período.
