O artigo recupera as avaliações de programas sociais desenvolvidas pela Fundação Seade. Inicia-se com os pressupostos teóricos e metodológicos que orientam a atividade de avaliação de programas e recupera as principais experiências existentes, com ênfase nos aspectos metodológicos.
Resumo: O presente trabalho discute as possibilidades da política participativa de planejamento urbano, com a alteração do equilíbrio de forças sociais consolidadas em matéria urbana. A análise recupera a experiência dos dois governos do PT em Santos, no período 1989-96, identificando as estratégias que orientaram as relações entre o Executivo municipal e os grupos sociais ligados à produção imobiliária urbana. O governo Telma de Souza priorizou a questão fundiária, e as relações com esses grupos, pautadas pelo confronto, evoluíram para o impasse, interrompendo-se o processo da política. O governo David Capistrano Filho priorizou o fomento das vocações econômicas locais, e as articulações com o setor da construção urbana permitiram formular uma alternativa negociada de política.
