El presente trabajo tiene como fin, analizar el papel que desempeñan o que podrían llegar a tener los estudios de paisaje en la formulación de instrumentos de ordenamiento territorial, mediante la incorporación transversal de la concepción del “estudio del paisaje”, no solo como un aporte a la visión integral del territorio, sino, a la incorporación del análisis espacial del mismo; para ello se construyó un marco bibliográfico de paisaje, que aporta al entendimiento del ordenamiento de un territorio; se estableció los avances y carencias del ordenamiento de cuencas hidrográficas en Colombia y se valoró el papel del paisaje en el ordenamiento territorial de cuencas hidrográficas. Finalmente, se aplicó los conocimientos recopilados en una propuesta metodológica incorporable en la formulación de planes de ordenamiento y gestión de cuencas hidrográficas (POMCA), mediante un marco metodológico que se pueda ajustar a diferentes escalas de trabajo. La metodología propuesta se aplicó en la Cuenca Hidrográfica del Río Seco y otros directos al Magdalena, en el departamento de Cundinamarca, Colombia, para la cual se identificaron dieciséis (16) unidades de paisaje a partir del relevamiento de información primaria y secundaria, talleres comunales, talleres focales, trabajo de gabinete y realización de puntos de verificación con observación en campo. Las unidades de paisaje se caracterizaron, analizaron y evaluaron en base a los componentes biofísicos, socioculturales y estéticos, además se identificaron los elementos paisajísticos presentes y los conflictos existentes para cada unidad de paisaje. A partir de la valoración realizada a cada una de las unidades de paisaje se identificó las que requieren diferentes grados de intervención y las que se propende su conservación; intervenciones que se podrían enfocar principalmente en la restauración y gestión de los atributos tanto bióticos como socioculturales presentes, buscando conseguir integridad y coherencia entre los elementos y un apropiado uso del territorio. Estos resultados fueron obtenidos en la aplicación de la metodología para el caso de estudio, y posteriormente se incorporaron en el documento oficial del POMCA de la cuenca (Resolución CAR 1940 de 2019).
