The article substantiates the use of modern information technologies to ensure the competitiveness of the regions. The directions of using information technologies to strengthen the competitiveness of Amalgamated hromada are considered. The optimal management of Amalgamated hromada with information technologies in such essential areas as accounting, document management, inventory management, etc., is investigated. The cost of accounting services for the year is calculated. The advantages of using a tracking complex (tracking equipment, software, integration into a web representation, automated Amalgamated hromada control systems, etc.) are considered. It is analyzed that the necessary tool should be using methods to assess the quality of Amalgamated hromada services with problems and suggestions. Such a tool will significantly strengthen the relationship of the community with the leaders of the Amalgamated hromada, and therefore the reaction of the Amalgamated hromada to changes in political, economic, or social policy of Ukraine can be based on the views of residents. The use of automated school systems is relevant both for the Amalgamated hromada staff and for Amalgamated hromada schools. The main advantages of automation of the educational process in Amalgamated hromada schools are investigated. According to the algorithm, decision-making on the implementation of IT services and evaluating their effectiveness is carried out in 4 stages and formed an algorithm for the use of information technology in Amalgamated hromada to increase competitiveness. It is investigated that the central IT tool that uses Amalgamated hromada to improve its competitive advantage is its official representation on the Internet - the official website. Having all the necessary information on the site will increase site traffic and earn extra income through placement, although this should not end itself. An algorithm for using IT in Amalgamated hromada to increase competitiveness is proposed, where specific stages are identified - from checking the need for this service (capacity testing) to the decision-making stage.
The article analyzes the model of financial imbalances in the regions, which allows assessing the effects of implementing various options of the financial regional policy aimed at reducing the depth of the crisis in regional systems, smoothing cyclical fluctuations, leveling the levels of socioeconomic development of the territories. The financial imbalances of regions of Ukraine are estimated on the basis such as indicators of gross regional product, gross regional product per capita, index of physical volume of gross regional product in comparative prices (in the prices of the previous year), economically active population by regions, population incomes, and level of capital investments by region. In the process of assessing the financial imbalances of the regions, a constant study of the structure of the fluctuations of the values of these indicators, was conducted determining the significance of each size in the overall structure and identifying the features of the system development in different ranges.Based on the assessment of financial imbalances in the development of regions, the causes and consequences of significant imbalances in the economic system were identified, and directions for increasing the efficiency of regional policy were proposed. In turn, the assessment of financial imbalances in the regions makes it possible to consider the influence of factors on the development of regions, because in some cases, the regional socioeconomic system perceives positively, in others – negatively. Therefore, it must have elements that contribute to the transformation of its parameters in the conditions of changing environment and, at the same time, ensuring the maintenance of regional stability.

Розкрито перспективи розвитку урбанізованих систем і обґрунтовано можливості пошуку ефективних механізмів формування місцевих бюджетів через співпрацю між територіальними громадами для вирішення проблем соціально-економічного і просторового розвитку територій.
The article deals with instruments recommended for regulating financial imbalances of endogenous-oriented development of the regions of Ukraine as an integral part of the regional economy management mechanism, and also explored the ways of regulating regional socioeconomic processes in crisis conditions. The basic principles of selection of instruments for the regulation of financial imbalances of endogenous-oriented development of regions are determined. The classification of instruments of regulation of financial imbalances of endogenous-oriented development is considered. The basic tools used to support the development of regions and municipalities are analyzed: legal; related to the development of appropriate strategies and programs; based on the implementation of inter-municipal cooperation; financial. The three main directions of financial imbalance regulation tools for endogenous-oriented development of the regions are investigated, which are used to analyze the impact on the effectiveness of regional development at different stages of the economic cycle. The system of specially organized measures of regulation of financial imbalances of endogenously oriented development of regions is substantiated. In modern conditions, great attention is paid to the problems of regulation of financial imbalances of endogenously oriented development of regions of Ukraine, the implementation of which requires special instruments. A holistic presentation of the systemic mechanism of regulation of financial imbalances of endogenously oriented development of regions is offered. After all, ensuring endogenous-oriented development of regions in the current conditions of functioning of the economy of Ukraine requires the implementation of strategies of socioeconomic transformation, which will be aimed at changing the financial imbalances of development of regions and mechanisms for their implementation. Endogenously oriented regional development means increasing the level of overcoming adverse social, economic and environmental risks and trends, with the ability of regions to provide financial imbalances, self-regulation, self-improvement with maximum use of internal as well as external borrowing resources to meet the needs of the population of the regions. The endogenous-oriented development of the regions is conditioned by the identification of instruments for regulating the financial imbalances of the regions and the identification of conditions for their achievement, which are derivatives for ensuring the endogenously-oriented development of the regions as a whole.
