Las actividades productivas primarias en México han sido la base de la economía de las familias campesinas, éstas han transmitido el conocimiento de labrar la tierra a sus hijos y nietos, sin embargo, con el paso del tiempo estas actividades han ido disminuyendo en algunas regiones del país, al grado de llegar a convertirse en actividades de sobrevivencia, dado que las políticas públicas enfocadas en este sector económico, a través de los años, no han sido estables ni equitativas. Motivo por el cual en la presente investigación se realiza un recorrido a través de la historia de México, con el fin de evidenciar la participación del Estado en este sector económico, partiendo del México revolucionario hasta el año 2018, dividido en cinco etapas. De esta manera, esta investigación está orientada por la técnica de investigación descriptiva exploratoria, se acudió como procedimiento metodológico a una revisión bibliográfica citando autores como Bartra y Otero (2008), Gutiérrez y Rabell (2018), Uvalle (2005), Yúnez (2010), entre otros investigadores enfocados en el ámbito agrario rural. Es así como se concluye que, debido al desinterés por parte del Estado en brindar apoyos para impulsar el desarrollo del territorio rural mexicano mediante políticas públicas reconfiguradas, la pobreza en dicho territorio es inevitable.
