In order to describe the cases of exogenous intoxication in the State of Alagoas, with emphasis on pesticides, a survey was conducted between the period 2007 and 2017, from the SINAN database, provided by the Alagoas State Health Department. They were recorded total of 28,314 cases of exogenous intoxication, wherein medicines (33.9%), food and beverages (11.3%) and pesticides (8.8%) were the main intoxicating agents. The year 2013, with 4,489 notifications, was those with the highest number of records. In relation to pesticides, 1,151 cases were reported, wherein the city of Arapiraca, with 246 records, led the ranking of notifications. Male population (73.7%), aged between 20 and 49 years (60.7%), with a low educational level (21.6%), who became intoxicated at their residence (39.7%), in sprayings (20.8%) of herbicide (28.5%), mainly 2,4D (60.8%), were the main circumstances. It was detected that 90% of the aggravations by pesticides presented cure without sequels, despite the registry of 28 deaths. This information shows that exogenous poisoning is a public health problem and that monitoring of records and on-site monitoring by health workers, investments in rural extension work, and technical assistance could significantly reduce the problem.
Esta pesquisa objetivou a caracterização sócio-econômica de agricultores familiares, quantificar o comércio, o uso e os casos de intoxicação por agrotóxicos em Arapiraca/AL. Realizou-se entrevistas a 31 agricultores familiares, oito revendedoras de agrotóxicos, além de uma pesquisa retrospectiva e documental sobre as intoxicações exógenas entre 2008 e 2018. Observou-se que há predominância de mão de obra masculina (64,5%) entre os agricultores familiares entrevistados, baixo nível de escolaridade (61,3%) que, apesar de receberem assistência técnica (90,3%), não têm acesso a linhas de crédito (74,2%), refletindo na baixa renda familiar. Os agrotóxicos mais citados entre os usuários foram os inseticidas, com prevalência aos extremamente tóxicos (36,4%). A falta de capacitação dos agricultores (71%), associada ao baixo nívelde escolaridade e a falta de campanhas educativas podem ter influenciado o uso inadequado de EPIs (48,4%), refletindo nos 766 registros de intoxicações por agrotóxicos em Arapiraca. Em relação ao volume comercializado em 2018, liderou o herbicida 2,4-D, com mais de 214,6 mil litros vendidos. Estas informações evidenciam que as intoxicações exógenas constituem problemas de saúde pública e que o monitoramento dos registros e o acompanhamento pelos agentes de saúde, investimentos em trabalhos de extensão rural e assistência técnica poderão reduzir sensivelmente o problema.
Arapiraca is the municipality of Alagoas with the largest number of cases of poisoning by pesticides, not only due to direct contact with the product, but due to inappropriate disposal of packaging. This research aimed to diagnose the reverse logistics of pesticide packaging in Arapiraca/AL at eight pesticide dealers, 31 family farmers, technicians responsible for ADRAAL, ADEAL and State Public Ministry, through interviews, using semi-structured questionnaires. Although the dealers provided information on the management of empty pesticide packages (87.5%), 71.4% of farmers did not return it, burying or burning it most of the time (59.6%). When returned, the presence of waste was the main problem cited by dealers. A total of 2,341 units and 1,482 kg of packages were picked by the itinerant service performed by ADRAAL in 2018. ADEAL has a staff limited to 10 workers and lacks a computerized system to control and monitor the use of pesticides. In the 15 inspections in 2017, irregularities were observed in 91.7% of dealers, with the absence of environmental licensing being the most frequently observed infraction. The results show deficiencies regarding the fulfillment of responsibilities by the actors involved in the reverse logistics process: the dealers, the farmers and the government.
RESUMO: O Estado de Alagoas, com população de 3,1 milhões de habitantes distribuídos em 27,8 mil km2, apresenta diferentes desigualdades socioeconômica e ambiental, principalmente no meio rural. Com o objetivo de descrever as características dos estabelecimentos agropecuários, foram analisadas informações estatísticas referentes ao censo agropecuário 2017 (estrutura agrária do imóvel, condição legal do produtor, faixa etária, escolaridade, gênero, práticas de manejo e crédito rural), Incra (assentamentos), Secretaria de Saúde de Alagoas (intoxicação por agrotóxicos) e Emater (projeto Dom Helder Câmara). Identificou-se 98,5 mil estabelecimentos agropecuários, ocupando 1,6 milhões de hectares, em que 61,8% pertencem a 4,2% de produtores, indicando acúmulo de terras, confirmado pelo índice de Gini (0,861). Existem 164 assentamentos que beneficiam 12,5 mil famílias. A população tem entre 25 e 55 anos (55,3%), das quais 46,2% não sabem ler e escrever, predominando a mão de obra masculina (76,7%). A falta de assistência técnica (93,8%) reflete em práticas insustentáveis de manejo, a exemplo do uso de agrotóxicos, registrando-se 1.110 intoxicações. Observou-se que 87,9% dos produtores não tiveram acesso a crédito. O projeto Dom Helder Câmara, com auxílio financeiro e assistência técnica, melhorou a qualidade de vida de 1.974 famílias de 21 municípios do alto e médio sertão. Estas informações indicam que grande parte dos estabelecimentos desempenham atividades ligadas a agricultura familiar e que ações de assistência técnica poderão minimizar os problemas socioeconômicos e ambientais enfrentados pela população agrícola de Alagoas.
