The main purpose of this paper is to explore farmers’ opinions on the barriers to the development of organic farming. A survey was carried out with 262 Polish organic farmers in order to classify the barriers to organic farming development into production, and economic aspects, market aspects and institutional and regulatory aspects. As a next step, a detailed analysis was performed of how the farmers view these barriers. According to this study, Polish organic farmers attach greater importance to economic factors than to non-economic ones. Low yields and production volumes are the reason why many farmers see organic farming as being risky. More than 80% and nearly 60% of farmers covered by this study found the production risk to be very high or high, respectively, during and after the conversion period. Most farmers say they intend to continue their organic production activity only if financial support is provided. Nearly one in five farms (18.3%) want to discontinue organic production in future. This is especially true for two types of farming: specialized grazing livestock farms and mixed holdings. The farmers believe that market aspects and institutional and regulatory factors are the key barriers to the development of organic farming. The findings regarding the role of institutional barriers and communications from regulatory institutions, which affect the farmers’ decision-making processes, are of particular importance. In Poland, the main institutional problem is the instability of laws applicable to organic farming, which adds to the farmers’ uncertainty and decision-making risks. The case study of Poland, which is among the emerging markets for organic food, shows that a stable and coherent support policy is a condition for organic-farming development.
The purpose of this paper is to assess the level of material deprivation in European Union countries in 2016 from both a local and a global perspective. The Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS) was used in the study. Based on research, five main types of the level of the material deprivation of European Union countries were identified. Research findings suggest that the population of old EU countries is less severely affected by material deprivation than people living in new member states. Also, the level of global material deprivation was assessed. The study was based on 2016 statistical data delivered by Eurostat.
This paper assesses the extent, scope and importance of financial support for Polish organic farming from 2004 to 2019. The analysis focuses particularly on how the changes in the amount and structure of organic farming payments affected farmers’ interest in specific organic crops during three financing periods: the 2004–2006 Rural Development Plan, the 2007–2013 Rural Development Programme (RDP) and the 2014–2020 Rural Development Programme. This paper aims to answer the question of whether and to what extent the organic farming support policy impacted the development trends followed by, and transformation processes affecting, this sector. It follows from this analysis that in the first decade after joining the European Union, Poland implemented a policy of making payments easily available. It was primarily focused on the quantitative growth of organic farming rather than on stimulating supply. As the payments were easily accessible and decoupled from production, subsidy-oriented farmers were additionally encouraged to seek political rent. This resulted in the instability of a large group of farms who discontinued their organic farming activity in 2014. That year, the policy was amended because of the need to improve the allocation efficiency of subsidies and to couple them with the provision not only of environmental public goods but also of private goods in the form of organic farming products. The current support policy opens up greater opportunities for leveraging the potential of organic farming while reaping environmental and socioeconomic benefits and contributing more than ever to sustainable development.
WYBRANE ELEMENTY AKTYWNOŚCI ZAWODOWEJ LUDNOŚCI WIEJSKIEJ O NIEPEWNYCH DOCHODACH StreszczenieCelem artykułu jest przedstawienie wybranych uwarunkowań aktywności ekonomicznej ludności wiejskiej o niepewnych dochodach, a także ukazanie określonych czynników decydujących o relatywnie gorszej sytuacji badanej grupy na rynku pracy. W pracy omówiono determinanty posiadania pracy w formie nietypowej (na czas określony, "na czarno", zastępstwo itd.) oraz wiążące się z nią poczucie niepewności dochodów. Zaprezentowano również czynniki sprzyjające poszukiwaniu pracy innej niż dotychczasowej, bodźce wpływające na rezygnację z poszukiwania nowego zatrudnienia oraz zależności podejmowania aktywnych działań pozwalających respondentom poprawić własną konkurencyjność względem innych uczestników rynku. Jednym z problemów poruszanych w artykule są przyczyny rezygnacji z dokształcania i aktywnego poszukiwania pracy, a także konsekwencje pasywnych postaw. Dokonano analizy przyczyn, które osłabiają skłonność jednostek do podejmowania własnej działalności gospodarczej. The paper discusses the determinants of being employed on a non-standard basis (for a specified period, under a substitution contract, etc.), and the associated income insecurity. The author lists the factors which prompt people to search for a new job, as well as the reasons which prevent them from seeking new employment. The paper also investigates the active measures which the respondents undertook to improve their competitiveness in comparison to other market participants. Another issue raised by the author is the reasons for resignation from training and active job search, as well as the consequences of passive attitudes. An analysis of the reasons that undermine the willingness of individuals to establish their own business ventures was also conducted. The empirical material contained in the paper is part of research carried out within the framework of research project number UMO-2011/01/B/HS5/01034 ("The standard of living of the rural populations of uncertain incomes in Poland"), funded by the National Science Centre.
Polska, tak jak i inne kraje, przeżywa niezwykle trudne czasy. Pandemia COVID-19 i związane z nią obostrzenia w bardzo szybkim tempie zmieniły życie na świecie. Okres ten można by wpisać w dalszy ciąg dziejących się na naszych oczach przemian Baumanowskiej płynnej nowoczesności (Bauman 2000). Dotyczą one zarówno działań jednostek poszukujących rozwiązań, które racjonalizowałyby ich codzienność – zmiana codziennego funkcjonowania, reorganizacja życia zawodowego, zmiany w systemie nauczania, jak również działań władz przeciwdziałających niekorzystnym zjawiskom zachodzącym z gospodarce i społeczeństwie. Pojawia się wiele badań i artykułów wskazujących na zachowania ludzkie, adaptację do covidowskiej rzeczywistości, ale też negujących to zjawisko. Okres niepewności związany z pandemią Covid’19 oraz związanymi z nią obostrzeniami trwa ponad pół roku i nikt do końca nie wie jak zmieni się życie ludzi, pod wpływem zmian zachodzących w gospodarce światowej. Pandemia i obostrzenia z nią związane w różny sposób wpłynęły na życie rodzinne, zawodowe, społeczne Polek i Polaków, dlatego w Instytucie Rozwoju Wsi i Rolnictwa Polskiej Akademii Nauk od kilku miesięcy trwa projekt zmierzający do rozpoznania sytuacji społecznej i ekonomicznej ludności Polski, ze szczególnym uwzględnieniem mieszkańców wsi. W projekt włączyło się Centrum Doradztwa Rolniczego w Brwinowie, Oddział w Warszawie, z którym została zawarta umowa na realizację rozszerzonych badań II i III etapu operacji „Moja sytuacja w okresie koronawirusa”, w ramach Krajowej Sieci Obszarów Wiejskich. Prezentowany raport stanowi podsumowanie całości badań, które odbyły się w trzech etapach – I etap w dniach 9-15 kwietnia, II etap w dniach 16-24 czerwca oraz III etap w dniach 21-30 września 2020 roku.
W artykule poruszono problem przemian postaw ludności w kontekście COVID-19. Dokonano w nim próby pokazania ewolucji odczuć respondentów badań w wyniku przybliżania się i oddalania ryzyka koronawirusa. Omówiono wyniki próby badawczej oraz przyczyny jej deformacji w poszczególnych etapach badań. Dokonano również analizy zmian w zachowaniach społeczeństwa, w tym ścieżki przechodzenia do negacji i adaptacji, zwracając uwagę zarówno na powszednienie sytuacji, jak i tworzenie się warunków do „nowej rzeczywistości”. Podstawą analiz były badania prowadzone od kwietnia do września 2020 r., w ramach projektu badawczego „Moja sytuacja w czasie koronawirusa”. Analizy przeprowadzone w artykule zmierzają do udzielenia odpowiedzi na pytanie: „Jak przybliżanie się i oddalanie zagrożenia koronawirusem wpływa na poczucie strachu i negacji, ale również zmieniało strukturę grupy badawczej?”.

The main research question concerned the identification of changes in the COVID-19 epidemiological situation using fuzzy clustering methods. This research used cross-sectional time series data obtained from the European Centre for Disease Prevention and Control. The identification of country types in terms of epidemiological risk was carried out using the fuzzy c-means clustering method. We also used the entropy index to measure the degree of fuzziness in the classification and evaluate the uncertainty of epidemiological states. The proposed approach allowed us to identify countries’ epidemic states. Moreover, it also made it possible to determine the time of transition from one state to another, as well as to observe fluctuations during changes of state. Three COVID-19 epidemic states were identified in Europe, i.e., stabilisation, destabilisation, and expansion. The methodology is universal and can also be useful for other countries, as well as the research results being important for governments, politicians and other policy-makers working to mitigate the effects of the COVID-19 pandemic.
