Malay Reserve Land (MRL) in Malaysia has a great potential to be developed successfully. However, the development is still lagging behind due to financial constraints. Currently, there are no specific funds provided to assist Bumiputera developers or owners to develop MRL comprehensively. Thus, the establishment of special financial institutions can drive the development of MRL. However, the special financial institutions need to fulfill certain criteria to ensure the continuation of sustainable and competitive development. This research aims to explore the success factors of special financial institutions for MRL development. Data were collected through questionnaires survey from ninety-one respondents with expertise in MRL development. The data were analysed using SmatPLS 3 software for Partial Least Squares Structural Equation Modeling (PLS-SEM) to assess the significant value of the items studied. The results highlighted four aspects namely i) financial sources, ii) financial policies and procedures, iii) government support and iv) Islamic financial structure as significant success factors in the establishment of special financial institutions for development of MRL.
Effective training programmes that is underpinned by integrated content holds the role to ensure that effective delivery of knowledge can be absorbed appropriately by the personnel of Valuation and Property Services Department (JPPH) that have undergone the training programmes being organized. This study is conducted to identify the effect of training programmes towards the level of knowledge of the personnel involved in stamp duty valuation. Due to its importance of the provision of the training programmes given to the personnel of an organization, hence, an investigation related to the effect of the content of the training programmes towards the knowledge of the personnel of Valuation and Property Services Department (JPPH) in stamp duty valuation has been conducted. This is to identify if the content of the training programmes conducted by the National Institute of Valuation (INSPEN) towards the personnel of Valuation and Property Services Department (JPPH) has ensured effectiveness and has ensured the fulfillment of the requirement of the personnel in executing their tasks effectively. This study has been conducted focusing on stamp duty involving six (6) offices of the Valuation and Property Services Department (JPPH) within Klang Valley that has included the District Valuer, Valuation Officer and Assistant Valuation Officer, who are engaged in the valuation process of stamp duty, as respondents. Interview approach, pilot study, content analysis, application of Analytical Hierarchy Process (AHP) has been employed to achieve the main objective of this study. Analytical Hierarchy Process (AHP) which has been used in this study, is to determine the relative importance of the level of knowledge of the personnel in Valuation and Property Services Department (JPPH) and also acts as the instrument that can be applied as a guide in the effort to improve the performance in the content of training programmes to fulfill the expectation and requirement of the personnel during the valuation process of the stamp duty. In summary, this study has proven that there is strong relationship between knowledge contained in the training programmes content with the level of knowledge of the personnel in stamp duty valuation.
Housing affordability issues arise when the household income is insufficient to cover the expenses of owning a house due to high housing market prices. This significantly impacts potential buyers, especially members of the youth generation who have just embarked on their careers. This study contributes to the empirical studies related to the monetary and non-monetary factors that influence the affordability of housing for Bumiputera youths in Klang. Primary data was gathered from 382 respondents using purposive stratified sampling. The findings indicate that seven main factors strongly influence housing affordability for Bumiputera youths: household income, housing price, loan approval, household expenditure, type of property, number of working households and location. Thus, the findings of this study will contribute to policy decisions, assessments and practices related to housing affordability among Bumiputera youths and support the implementation of the government policy to ensure that at least 75% of Bumiputera households are able to own residential property.
In March 2020, distance education was enforced as a proactive procedure to diminish the spread of the coronavirus. As a result, instructors of advanced and basic design courses were obligated to teach remotely. The emerging virtual studio culture and the unplanned experience need assessment and evaluation, as they may mark a shifting momentum to develop architecture education in unprecedented ways. A large body of research on online education has paid immense attention to the definition of distance and online learning, their types, and their efficiency. The aim of the research is to propose a conceptual framework of open and distance learning (ODL) for studio-based architectural design courses. This research explores various aspects that contribute to the success factors of ODL for studio-based architectural design courses which then forms the fundamentals to develop the conceptual framework of ODL for studio-based achitectural design courses to improve the quality of teaching and learning process. This research is significant in enhancing the effectiveness of ODL and the teaching and learning of studio-based architectural design courses. This research will use a content analysis method approach from literature review study to identify the important aspects and success factors for studio-based architectural design courses. The research will contribute in developing a model to enhance teaching and learning experience through the ODL approach in the studio-based architectural design courses where high focus interactivity between teachers and learners is inherently unique. Overarchingly, this research provides insights on ODL as a future direction in teaching architecture.
Malay Reserve Land (MRL) is an heirloom belonging to the Malays to be protected, preserved, and developed in line with the aspirations of sustainable development. However, it has been found that land under the Malay Reserve Land (MRL) category is still lagging in the development stream although it has the potential to be developed in tandem with other Non-Malay Reserve Land. This research paper aims to establish the issues and obstacles in developing the Malay Reserve Land eventually to formulate a strategy for development of the land in future. Focus Group Discussions (FGDs) were held involving experts from various backgrounds namely academics, government officers, industry players and non-governmental organizations (NGOs). Issues and the respective obstacles mainly elicited from the FGDs are in the areas of data, information and research, legislation, development, and financial.
