The application of mixed methods has been widely implemented in several studies, particularly in the field of public policy; however, the implementation of convergent parallel mixed methods has been limited. Thus, such methods are appropriate to reveal the science, technology, and innovation (STI) policy dynamics in Indonesia during the 1945–2020 period, as policy dynamics research attempts to reveal the evolution of the changes regarding the policy itself. The following five concepts are analyzed through convergent parallel mixed methods: 1) regime/government change, 2) institutional change/transformation, 3) change in policy issuance, direction, and content, 4) actor role and existence, and 5) policy object input and output. This article discusses the method details, from the paradigm, research dataset, and technique selection for collecting and analyzing research data to the research implementation.
Purpose: The aim of this study was to analyze the bibliometric characteristics of articles on innovation systems published in Scopus-indexed journals by authors with Indonesian affiliations from 1998 to 2019, in comparison with those published by authors from Singapore and Malaysia.Methods: We conducted a bibliometric and content analysis of publications in the Scopus database. A total of 138 articles from Indonesia, 209 articles from Singapore, and 309 articles from Malaysia were analyzed. They were classified by publication year, authors, co-authors’ country, affiliation, keywords, and journal title.Results: Authors with affiliations from Malaysia were more productive than authors from Singapore and Indonesia during 1998 to 2019. In terms of the quality of papers, Singapore had more productive authors than Malaysia and Indonesia based on the citation frequency.Conclusion: Although fewer articles on innovation systems were published by authors from Indonesia than by those from Malaysia and Singapore, the recent increase in the number of publications by Indonesian authors suggests that number of articles from Indonesia will soon surpass those from the other two countries. International collaboration will help accelerate the number of publications.
Pada hakekatnya fungsi utama Dewan Perwakilan Rakyat (DPR) adalah membuat undang-undang (Legislasi), oleh karena itu DPR membentuk unit khusus yang bertugas di bidang legislasi yaitu Badan Legislasi (Baleg), guna mengkoordinir proses pembentukan undang-undang. Namun, pada Tahun Sidang 2016 – 2017 DPR menargetkan 51 RUU, dan realisasinya hanya 7 RUU (13.73%) yang berhasil disahkan di Rapat Paripurna. Penelitian ini menggunakan teori Efektivitas Organisasi (Steers, 1985) yang menyatakan bahwa ada empat faktor yang mempengaruhi Efektivitas Organisasi yaitu Karakteristik Organisasi, Karakteristik Pekerja, Karakteristik Lingkungan, Kebijakan dan Praktek Manajemen. Metode penelitian yang digunakan yaitu metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dengan wawancara, observasi, studi kepustakaan, serta validasi data dengan triangulasi. Hasil penelitian: pada aspek organisasi, Badan Legislasi belum melakukan pendivisian sesuai dengan skema pembentukan undang-undang. Pada aspek pekerja, pendidikan anggota Badan Legislasi belum sesuai dengan kebutuhan organisasi. Selain itu tujuan individu dengan tujuan organisasi masih belum selaras. Kemudian, lingkungan internal Badan Legislasi yang datang dari kepentingan individu anggotanya dapat menghambat target RUU, selain itu lingkungan eksternal, pengaruh kekuatan Partai Politik yang begitu dominan, tidak terlepas dari diberinya kewenangan luas dalam mengatur Fraksi-Fraksi. Pada aspek kebijakan dan Praktek Manajemen, perubahan Tata Tertib DPR dari yang sebelumnya mewajibkan kehadiran fisik setiap anggota berubah menjadi kehadiran yang diwakilkan melalui tanda tangan pada daftar hadir. Selain itu, belum adanya kebijakan mengenai pelarangan rangkap jabatan yang jelas, seperti pelarangan rangkap jabatan anggota DPR dengan jabatan diluar DPR seperti partai politik maupun perusahaan swasta.
The success of a region's development is strongly influenced by the ability to develop the region's potential. This research aims to determine the potential and strategy of regional development, especially in Bandung Regency through an economic sector analysis approach. The method used in this research is descriptive research that uses an economic sector analysis approach through location quotient, Klassen typology, and shift-share analysis methods. Then combined with a document review of the RPJMN 2020-2024, RPJMD of the Bandung Regency Government 2016-2021, RTRW of the West Java Provincial Government 2009-2029, and RTRW of the Bandung Regency Government 2016-2036, which are supported by literature from journals, data, and other reports from the central and local governments relevant to the research. The results of this study are useful for the government, especially the Bandung Regency government, to further develop its leading sector, namely the processing industry sector, by planning the relocation and grouping of mature types and forms of industry per industrial area, and developing the geothermal energy sub-sector as a form of creation and utilization of environmentally friendly renewable energy. To improve the economics of both sectors, it is necessary to collaborate between them and with relatively underdeveloped sectors.
The use of performance measurement system in the public sector (PMS) has become a panacea in addressing an inefficient bureaucracy that fails to meet the citizen satisfaction by its lethargic service delivery. It has introduced a way for public managers to better generate outcome policy into a concrete-measurable actions. While many countries already demonstrates the benefit of using the system, Indonesia remain struggle in implementing the ideal of performance management particularly in the context of local government that usually lacking of adequate capacity and sources. Despite the continuous support by central government, the diverse of socio-environmental context hinder local government to fully implements of SAKIP. This paper sought to portray the implementation and challenges that is faced by one local government agencies in Sukabumi, West Java Indonesia in implementing Indonesian public performance management system (SAKIP). This paper is using qualitative approach by conducting structured interview to key informants. The results showed that organizational variables have been able to accommodate the implementation of SAKIP policy through units formed specifically in organizational structure and governance regulations, organizational interpretation variables are still necessary to improve the dissemination of policy information to all levels of employees, application variables where the implementation of policies are still experiencing constraints, especially in planning and evaluation, as well as a lack of specific strategies in improving organizational performance. This paper reinforces the results of previous studies related with performance management system in Indonesian local government that its implementation has not been yet showing their best result.
Abstrak Penelitian ini dilakukan untuk mengetahui dampak kebijakan pembangunan Smelter di Indonesia dimana kebijakan yang sebelumnya mewajibkan perusahaan pertambangan untuk melakukan pengolahan dan pemurnian hasil pertambangan sebelum di jual ke pasar international. Namun dalam perjalanan kebijakan tersebut terjadi perubahan kebijakan selama kurun waktu 9 tahun ini dan perubahan tersebut telah memberikan dampak yang signifikan dalam pelaksanaannya. Metode yang digunakan dalam penelitian ini adalah menggunakan literature review yang berbagai dari surat kabar, peraturan-peraturan pemerintah, data-data kementerian serta data lainnya yang berhubungan dengan kegiatan smelter tersebut. berdasarkan hasil literature review. Berdasarkan hasil penelitian diketahui bahwa kebijakan smelter tersebut memberikan dampak yang baik bagi tenaga kerja dan pendapatan negara serta ekonomi dikawasan sekitar. Namun di sisi lain kebijakan pembangunan smelter yang berubah-ubah membuat perusahaan pertambangan menjadi malas untuk membangun dan menyebabkan kerugian bagi perusahaan dengan dikeluarkannya peraturan pememerintah nomor 1 tahun 2017 serta Permen ESDM nomor 5 dan 6 Tahun 2017.
