O trabalho da catação de materiais reutilizáveis/recicláveis é assegurado por políticas públicas como o Decreto Federal nº 5.940/06 que prevê a separação dos resíduos gerados pelos órgãos públicos federais e sua destinação às associações e cooperativas de catadoras/es. No âmbito destes órgãos, as universidades vêm introduzindo a chamada Coleta Seletiva Solidária. Objetivou-se verificar quais universidades estão em adequação ao referido decreto; o número de publicações acerca deste tipo de coleta e identificar como são desenvolvidas as ações socioambientais e educativas pertinentes aos programas institucionais. A estratégia metodológica envolveu pesquisa bibliográfica e coleta de dados. Os resultados mostram adequação em boa parte das universidades e o desenvolvimento de práxis baseadas na solidariedade, divulgação e sensibilização socioambiental, bem como no uso de artefatos tecnológicos com emprego de estratégias para investigação e monitoramento.
No Brasil, o Decreto Federal nº 5.940/06 institui a separação dos resíduos sólidos recicláveis gerados pelos órgãos públicos federais, entre os quais se encaixam as instituições de ensino superior, e sua destinação às associações e cooperativas de catadoras/es, numa prática chamada de coleta seletiva solidária. Neste sentido, este artigo, apresenta uma análise da coleta seletiva solidária sob uma ótica que a propõe enquanto educação ambiental solidária que articula cultura, trabalho e política convergindo com os princípios defendidos no campo da Economia Solidária, tendo como base ações socioambientais e educativas desenvolvidas em instituições federais de ensino superior. A estratégia metodológica envolveu dados de uma pesquisa de mestrado em associação à pesquisa bibliográfica. Os resultados mostram que programas institucionais de coleta seletiva solidária podem, por meio de suas ações, articular teórico-praticamente Educação Ambiental com Economia Solidária e produzir conhecimento de qualidade com prestação de serviço público em limpeza urbana. Conclui-se que a coleta seletiva solidária juntamente à Economia Solidária pode fortalecer social e economicamente vínculos entre os seres humanos e o trabalho podendo fomentar práxis e suscitar reflexões epistemológicas que sirvam como alternativas para o atual cenário científico-tecnológico, sociopolítico e econômico.
A Revolução Industrial estabeleceu um novo tipo de relação do homem com o meio ambiente incorporando na vida e na cultura conceitos como o contínuo crescimento econômico, o consumo e a necessidade de se gerar excedentes. Evidenciou-se um aumento no volume de resíduos sólidos decorrentes das atividades humanas. Na UFSCar, campus São Carlos, são desenvolvidas práticas educativas que tratam da problemática destes resíduos e também para despertar a sensibilidade ambiental da comunidade acadêmica. A investigação sobre o envolvimento e o interesse dos alunos nestas atividades justifica a aplicação da metodologia utilizada neste trabalho, com os objetivos de estimar a intensidade do uso das canecas permanentes e a efetividade do Projeto Canecas, bem como avaliar o interesse dos alunos nas ações do Programa Coleta Seletiva Solidária UFSCar. Os resultados mostram que a adesão ao uso das canecas no ambiente universitário é majoritária, sendo o projeto uma importante colaboração para a redução da geração de resíduos de copos descartáveis, mas de moderada contribuição em relação à formação ambiental, pois se observa uma ausência de motivação pessoal em relação à utilização da caneca por uma parte dos entrevistados. Verifica-se também um desinteresse da comunidade estudantil no que tange o Programa Coleta Seletiva Solidária UFSCar. Assim sendo, é necessário reforçar estímulo constante, pela instituição, para a promoção de uma sensibilização e percepção ambientais pela comunidade acadêmica envolvida.
