<p>Se presentan los resultados preliminares del proyecto interdisciplinar sobre indicadores de sustentabilidad para el Buen Vivir en sistemas de albarradas en la Provincia de Santa Elena, Ecuador. Las albarradas, jagüeyes o aguadas por retención, son sistemas hidráulicos que sostienen la reproducción de la población humana y su entorno ambiental desde hace miles de años. La sustentabilidad de estos sistemas constituye un objetivo central para garantizar el Buen Vivir de las actuales Comunas que dependen de ellos. La evaluación de variables operativas de sustentabilidad en sus distintas dimensiones (ecológica, socio-cultural, económica y política) es primordial para tomar decisiones tendentes al mantenimiento y protección de estas fuentes de agua. La identificación de indicadores concretos permite detectar puntos críticos para la sustentabilidad, identificar sus causas, analizar tendencias, gestionar problemas y generar soluciones que aseguren la continuidad de los sistemas de albarradas. Los resultados exponen los principales alcances de la propuesta de investigación, así como las limitaciones a resolver para replicar la evaluación en otras regiones. Con el análisis y evaluación de estudios previos y trabajo de campo, se construyeron 29 indicadores cuali-cuantitativos en función de las cuatro dimensiones de sustentabilidad y se aplicaron a tres casos seleccionados por las intervenciones de rehabilitación realizadas. </p>
The objective of this article is to highlight the sustainability capacity of pre-Columbian water management systems called jagüeyes or albarradas (detention ponds) compared with modern technologies like dams which are used today in coastal Ecuador. These are compared using interdisciplinary field research, which included ethnographic fieldwork with an observation of participative action projects and a literature review. In the case of tapes (arroyo or small river dams made by farmers or farm owners), the lack of participation and inclusion of social actors and their cultural knowledge about nature is evident. This regional study underlines how the albarradas system achieves long-term sustainability because it is an appropriate technology for the local communal ecosystem with which it is associated. This experience opens up the opportunity to explore the difference between what is currently promoted as sustainability and an alternative form of sustainability which introduces the sociocultural strand in public actions on environmental intervention.
Resumen. Parte de la población nativa de la costa ecuatoriana mantiene en propiedad común extensos territorios y recursos que usa y gestiona de forma colectiva desde la época colonial. Lo común se construye alrededor de un modo de vida que se sostiene en conductas participativas, deliberativas, y consensuadas, como principio político de relación social. La Constitución del Ecuador (2008) orientada por la filosofía del "Sumak Kawsay" o Buen Vivir (BV) identifica a las Comunas como una organización ancestral, incluidas en el nuevo marco de redistribución de recursos y reconocimiento cultural. Paradójicamente aunque se respeta la cosmovisión indígena y su bien común, en la práctica se legalizan planes de crecimiento económico y privatización de tierras que ignoran los derechos comunales. En esta tensión el bien común para el buen vivir debe adoptar nuevas formas de resistencia para mantener su articulación al mercado sin perder su capacidad de decisión colectiva. Part of the native population of the Ecuadorian coast maintains extensive territories as common property, which resources use and manage collectively since colonial times. This common property is built around a way of life centered on the Commune, distinguished by participatory, deliberative and consensual behavior, as a political principle of social relationship. The Constitution of Ecuador (2008) guided by the philosophy of "Sumak Kawsay" or Good Living (BV) recognizes the Commune as an ancestral organization, including in the new framework of resource redistribution and cultural recognition. Paradoxically though the indigenous worldview is respected, and their common good, in practice plans for economic growth ignore the inviolable rights of communal lands and try to privatize the legal rights of Communes property. In this tension, the common good for the Good Life must adopt new forms of resistance to maintain its market linkages without losing their collective decision.
El lugar del patrimonio cultural en la costa ecuatoriana Para la década de 1980 la disposición sobre el Patrimonio Cultural se heredaba del triunvirato militar que mediante Decretos Supremos expidió en julio de 1979 la ley correspondiente 1 y creó en junio de 1978 el Instituto Nacional de Patrimonio Cultural-INPC-para encargarse de investigar, conservar, preservar, restaurar, exhibir, promocionar el patrimonio y regular las actividades vinculadas. La posterior codificación 27 del 2004, es básicamente la misma Ley de 1979 que: "se centra en un rol estatal que lo hace todo y lo controla todo, dejando poco espacio para la iniciativa privada y lo que es peor aún, para la participación comunitaria y de los colectivos que son herederos de legados patrimoniales ancestrales, materiales e inmateriales" (Endere, 2014). Las dos dictaduras que se suceden entre 1972 y 1979 en Ecuador, coinciden con un periodo pujante del "boom petrolero" que en el campo de lo patrimonial acrecienta la compra/venta de objetos culturales, Silvia Graciela Alvarez Litben Resumen: Desde la categoría de patrimonio cultural se revisa la trayectoria de las políticas patrimoniales y los modos que adquirió en la Costa de Ecuador. Se discute hasta qué punto el proyecto político actual que se centra en el concepto de "Sumak Kawsay" o Buen Vivir, como giro contra hegemónico a las políticas del desarrollo, tiene capacidad real de convertir las intenciones de promoción del patrimonio a través del turismo, para mejorar la economía local. El turismo y el patrimonio como parte de la nueva matriz productiva para alcanzar el Buen Vivir, dependerá del abandono del paradigma coleccionista, la profesionalización de los recursos humanos, la reflexión social participativa, y la renovación de todos los ámbitos del quehacer burocrático y administrativo.
