We live under substantial influence of our surrounding environment, and children are more vulnerable to climate hazards such as fine dust (PM10). However, there is a dearth of research confirming the multifaceted effects of fine dust on children's physical and mental health. This study clarifies the relationship between PM10 and children's health, examining the moderating effects of poverty and green area ratio. The results were as follows. First, fine dust (PM10) has a negative impact on the physical and mental health of children. Second, the effect of PM10 on children's mental health is moderated by the green area ratio of the children's residences. Based on the results of this study, a disaster welfare policy is proposed to protect climate change-vulnerable populations from fine dust. 163 164 한국방재학회논문집, 제20권 1호 2020년 2월 '우울증'에 대한 언급은 2013년과 비교해 22배가 증가했다. 이렇듯 미세먼지로 오염된 하늘은 모두의 일상이 되면서 우리 생활에 밀접하고 강력한 변화들을 가져오고 있다. 미세먼지는 세계보건기구가 지정한 1급 발암물질이며, 호흡기질환의 악화와 발병원인으로 밝혀졌다(KHIDI, 2007). 더욱이 한국의 미세먼지 농도가 기후변화로 인해 점점 더 심각해지고 있다(ME, 2019). 이에 기후변화에 취약한 인구 집단을 기후변화 취약계층(vulnerable group)으로 정의하며 (Ha et al., 2014), 기후변화로 인해 사회적으로 가장 취약한 대상에게 우선적인 지원과 관심의 필요성이 조명되고 있다. 이중 아동은 미세먼지의 취약계층으로 볼 수 있다. 아동은 환경 노출의 대표적 민감계층으로, 동일한 오염 수준에도 아동의 신체 구조와 행동 및 발달 특성에 의해 성인보다 더 큰 피해를 받을 수 있기(Park and Koo, 2012) 때문이다. BBC News (2019)에 의하면, 9살 영국 소녀 엘라의 죽음과 미세먼지의 직접적 연관성을 인정하는 선례가 나왔다. 천식 질환으로 사망한 엘라의 거주지역은 미세먼지와 이산화질 소가 법적 기준치를 한참 초과하였고, 이와 같은 직접적 사인은 6년이 지난 2019년에서야 밝혀졌다. 이처럼 미세먼 지는 아동의 발달 및 건강에 치명적인 영향을 주고 있다. 이뿐만 아니라 이미 전 세계의 문제로 지목되고 있는 미세먼 지로 인해 건강과의 연관성 연구는 꾸준히 진행되고 있다.
