The ideal configuration of wastewater treatment system (WTS) for attending cities specificities has become a complex decision, due to the fact that there are several available technologies, and a diversity of characteristics presented in the scenario of each city. Considering the importance of economic analysis, especially in developing countries, this work aims to demonstrate the economic feasibility considering cost-related indicators for the ideal WTS selection for specific features in these cities. Based on a literature review, 37 main WTS and two economic cost-related indicators (Net Present Value and Annualized Net Present Value) were considered. First of all, using a multi-criteria analysis these WTS were grouped in classes using the ELECTRE TRI method, based on criteria related to efficiency, and the weights were defined by appointments from research specialists in the literature appointments. The economic analysis was performed using the Monte Carlo Simulation (MCS) method, which has been applied specifically to each WTS class, thus generating a framework of economic viability for this context. The WTS with low and high costs were appointed, considering the development level in each applied scenario. This work contributes to expanding the WTS study horizons to select an ideal system, considering the economic aspect.
Purpose The purpose of this paper is to present a model to support governmental local managers in public budget optimization, based on an integration of methods. It was constructed to fill the gap related to weights definition in problematic, commonly performed subjective assessments. This model supports the decision making in budget distribution identifying the importance of sectors in local governments, captured by historical data. Design/methodology/approach The model was developed following three steps: the first step included the exploitation of the characteristics of local sectors represented by city departments and the data collection procedure using time series (TS). In the second one, the weights regarding the importance of each city department were calculated by the UTASTAR method and based on historical data from the first step. Finally, an objective function was formulated using linear programming and constraints based on law specifications, and as a result, an optimized projection for public budget distribution was performed. Findings The results demonstrated that the model can be more efficient to weights definition, considering the behavior of preferences by historical data and supporting local public resources optimization, also to comply with the legislation, being able to predict or project future values available on the budget. Research limitations/implications The theoretical and practical implications are related with a novelty in recognizing the weights for criteria by a historical behavior of preferences. It can be bringing important directions for budget distribution. The main limitation detected in this study was the difficulty to formulate an assessment involving an integrated opinion from local managers and the population. Practical implications First of all, with the correct allocation of resources, the government has a greater advantage to capture investments from the negotiation with development entities and banks. Second, an efficient local government management can promote compliance with legislation and more transparent public policies. Social implications The correct distribution of resources affects the life quality for citizens, since the government acts as a provider of essential services for the population like education, safety, health, particularly for citizens who depend exclusively on the services offered by the local government. Moreover, it can also affect the environment as resources for garbage collection, disposal services and sanitation and, finally, affect the city development such as infrastructure, taxes, etc. Originality/value It might be considered an original contribution mainly by the development of a procedure to capture values for weights by TS and meeting the manager’s requirements, based on analytical, statistical and mathematical tools integrated.
Nowadays, scholars need to know the trends for specific themes and how the main methods are applied to solve the gaps. The research problem for this work is the assessment of methods used in the sustainable supply chain, published in journals with a high impact factor and especially in the production engineering field. The methodology utilized was an adapted version of the "Methodi Ordinatio", in structured stages to select a limited class of papers of high scientific relevance, to show how the methods are being used. The search steps included the filtering of journals in the research field with relevant impact factors and selecting databases and keywords; reading titles and abstracts; classifying the number of citations; and critical reading of all papers listed in the bibliographic portfolio. The research results and analysis of frequency of papers in the portfolio were used to identify and describe the most commonly used evaluation methods, the correlated theories, advantages, and disadvantages of each researched work.
Government planning has a relevant role in the human development of cities, and the local public sector acts on legal regulations and budget planning to reach high levels of sustainability and human development. However, there is a gap in local governments related to the integration of decision-making preferences considering sustainability and human development in their budget planning. This work explores how the preferences of decision-makers have been considered in published research found in high-impact journals, and how they have been used in practice or not, especially in the public budget planning for the improvement of the governance of municipalities and human quality of life. The methodology integrated a literature review (by Methodi Ordinatio) with a sorting procedure (by the ELECTRE-TRI method) to categorize the selected papers, considering the level of adherence to the theme and the most relevant contributions, and also a systematic procedure organized by lenses analysis, and Simos’ procedure to define the weights for these lenses. The results that were found can help scholars to access discussions about budget planning distribution, mainly considering the aspects related to sustainable and social goals. The research also helps local public managers to make evidence-based decisions developing the city and local governance.
