En vigueur depuis le 1 er juillet 2013, cette mesure urgente ne devrait être appliquée que trois ans. C'est cependant la qua-trième fois en onze ans qu'une telle mesure nous est annoncée p our une période «temporaire de trois ans». En 2002, 2005 et 2008, plutôt que de proposer une solution per-mettant de réguler la densité médicale, le Conseil fédéral avait déjà présenté la clause du besoin comme une mesure «provisoire», à chaque fois limitée à trois ans. Cette nouvelle version sera-t-elle véritablement transitoire comme le conseiller fédéral Alain Berset l'a plusieurs fois affirmé? Pour les médecins, le moratoire décidé par le Parlement doit être le dernier du genre! Convaincues que cette mesure envoie un signal négatif aux jeunes médecins dont notre pays a urgemment besoin, la FMH et l'ASMAC ont oeuvré en coulisses pendant ces cinq derniers mois contre une nouvelle mouture du gel des admissions. Lors des sessions de printemps et d'été, nous avons fourni un travail essentiel alors que le projet allait et venait entre les deux Chambres. Nous ne sommes pas parvenus à empêcher entièrement le gel des admissions, mais nous avons réussi à ce que le législatif prête une oreille attentive à nos r evendications. La version approuvée par le Parlement en t émoigne, et elle constitue aussi un compromis acceptable pour la FMH et l'ASMAC. C'est ainsi que les médecins de toutes spécialités confon-due qui ont travaillé au moins trois ans dans un établisse-ment de formation postgraduée suisse reconnu obtiendront une autorisation de pratiquer sans être soumis à la preuve du besoin, et ce indépendamment du fait qu'ils ont accompli leur formation postgraduée ou exercé en tant que spécialistes pendant cette période. Après trois ans dans un hôpital suisse, les médecins connaissent en effet notre système sanitaire et social ainsi que la langue de leurs patients. Bien qu'encore insuffisantes, ces conditions sont nécessaires pour garantir une prise en charge médicale de haute qualité-qui reste primordiale pour la FMH. En revanche, la règle des trois ans permet aux jeunes médecins une planification et des perspectives profession-nelles adaptées. Comme pour les autres secteurs professionnels, le do-maine de la santé et le corps médical ont besoin de sécurité pour l'avenir. Invoquer le droit d'urgence pour limiter les au-torisations de pratiquer avec des mesures dites provisoires, mais renouvelées tous les trois ans, provoque exactement l'ef-fet contraire. Néanmoins, le compromis adopté offre aux jeunes médecins des perspectives professionnelles et leur per-met de choisir entre exercer à l'hôpital ou dans un cabinet. Cette possibilité répond également au souhait de nos jeunes confrères de pouvoir travailler à temps partiel.
