In view of the fact that group call communication mode is needed by the government, enterprises, police and other group. Push-to-talk over Cellular (PoC) service based on TD-SCDMA network is designed in the paper. At first, a new network structure and function entities about PoC service are introduced. Then the channel distribution mechanism is described. At the same time, the communication capacity of users is analyzed for single base station. Finally, the PoC service is simulated by using MATLAB software. The communications quality is examined when both PoC service and other existing service are supported in TD-SCDMA network. The result shows PoC service can be realized in TD-SCDMA network after adopting the rational network structure and channel allocation mechanism. PoC service has broad prospects in the future life of people.
