Tree health is a major concern for forest managers as well as others who enjoy the benefits of trees, woods and forests. We know that stakeholder engagement can help define what people find important about forests and woodlands, assist in the development of better management approaches, enhance buy-in of strategies proposed and create a stronger democratic dialogue. However, tree health offers particular challenges for stakeholder engagement because of the wide range of stakeholders potentially involved and budget tightening under economic austerity. Stakeholders are present at different spatial scales (local, place specific; regional; national and international) and need to be engaged cyclically and over different temporal scales, sometimes in immediate decision making but also in Highlights Stakeholder mapping reveals a complex layering of hybrid roles and spatial variation Stakeholder engagement occurs across a convoluted research and practice projectscape Interactive engagement, especially experiential, dialogic or fun, is preferred A lack of personnel, time, resource and knowledge limits stakeholder capacity Investment is required to support relationships and networks for effective engagement
This paper offers a geographical analysis of the concept of 'distinction' in relation to student mobility within the UK. The analysis in this paper is based primarily on interviews with Scottish students who have chosen to study in England, and English students who have done likewise in Scotland. The paper problematises the concept of 'distinction' in the stratified higher education system of the UK. The paper's originality lies in showing how global forces affect these intra-state student flows and how 'distinction' as a driver of mobility is signified. The research offers a starting point in understanding the glocalisation of student mobility.
Using Scotland as a case study, this paper will review the implications of the 'right to rent' section of the Immigration Act 2016 for matters of devolved legal competence, such as housing. Outlining the main criticisms from a wide range of agencies and institutions, this paper will go on to argue that these measures cannot be understood in isolation from the wider activities of a neo-liberal government embroiled in the pursuit of border enforcement at one end, while utilising non-state actors in petty sovereign roles to enforce and reify the border on the other. In doing so, we highlight governing tensions within and beyond the state, including between governments at the UK and Scotland level, between landlords and the state, and between landlords and their tenants. In doing so, we illuminate the ways in which the Act is augmenting the State's role by making border agents of us all.
The Immigration Act 2016 has heralded an era of amplified Government intervention into day-to-day life, placing increased responsibility for border protection on UK citizens. Using interviews with representatives from the field of housing in Scotland, this paper examines one specific aspect of the Immigration Act 2016, the Right to Rent scheme. We investigate how the Right to Rent creates a precarious environment for all those who may appear to be non-UK citizens. We argue that it may endorse senses of fantasy citizenship to inculcate people into acting on behalf of the state and is a driver for further division in society. Scotland provides a particularly interesting case study, as housing is a devolved power, but immigration is not. This creates an additional layer of tension in our interview data, as housing organisations are faced with a set of conditions imposed from Westminster, infringing on a field that Scotland has self-determined for some time. Our interviews illustrate the level of confusion around the scheme, the fact that it is increasing criminalisation in the housing sector, and stresses that the scheme is offloading state responsibility for border protection.
The challenges to forest health from climate change, globalization, contemporary trade practices and new recreational patterns require effective biosecurity. We asked: How is the biosecurity border for tree health understood and enacted by state and non-state actors? What are the consequences for tree health? Semi-structured interviews (N = 10) were conducted with scientists and other relevant actors (N = 21). The border was understood variously as: a biophysical boundary, often the coast; a geopolitical boundary, usually of the European Union; the points of main inspection focus; dispersed nodes of inspection; a ‘pre-border’ outside of UK; or by the location of detection activities. A wide range of state, non-state and hybrid groups are engaged in border practices. These practices have been altered due to trade and climate changes, are subject to cost and resource priorities and reflect particular knowledge flows and the biological nature of the agents. We suggest that there is an ‘everyone’ as well as ‘everywhere’ border that demands clarification of risks, roles and responsibilities, and we offer practical recommendations. We conclude that tree health border challenges are a manifestation of wider sustainability issues that enable us to explore human–nature relationships, democratic engagement and the pursuit of more sustainable futures.
