Las condiciones de precariedad de las viviendas tugurizadas y la pobreza urbana de los residentes del Centro Histórico de Lima se han ahondado debido a las reformas estatales neoliberales implementadas en la década de 1990, entre las cuales se encuentran los programas de renovación urbana con inversión privada, bajo estos programas el Estado otorgó al mercado la responsabilidad de solucionar el acceso a la vivienda. Se presenta tres casos de estudio que evidencian que los programas de renovación urbana ejecutados por el gobierno nacional y local no han logrado solucionar el problema de tugurización, y se pone en evidencia que estos han generado diversos tipos de desplazamientos sociales directos e indirectos, en cadena, antes, durante y después de su ejecución. Asimismo, se concluye que los tres programas estudiados fueron puntuales pues solo abarcaron determinados inmuebles, excluyentes y exclusivos porque los beneficiados tenían que cumplir un conjunto requerimientos de la banca.
