Resumen Con este artículo se pretenden tres objetivos. El primero consiste en hacer una aproximación introductoria al concepto de gobernanza, con el fin de establecer un lenguaje común desde el que abordar sus múltiples facetas en colaboración con otros autores. El segundo es plantear algunas preguntas marco relativas a la gobernanza que puedan guiar la reflexión de diferentes actores, de forma que no sean aportaciones fragmentadas sino diferentes componentes de un acervo de conocimiento coherente. Por último, se aspira a iniciar una exploración de las preguntas planteadas atendiendo a las implicaciones prácticas para la gobernanza de ciertos principios. En este sentido, como en otras ocasiones, la ciencia y la religión son consideradas dos fuentes de las que adquirir percepciones para encontrar modelos más efectivos de organización y desarrollo social. El artículo se fundamenta en la ponencia inaugural que la oficina de asuntos públicos de la comunidad bahá'í de España realizó en la jornada celebrada el día 22 de mayo de 2014 en el Centro de Estudios Políticos y Constitucionales titulada «El imperativo de la colaboración: el gobierno, la sociedad civil y la empresa navegando en un mar de complejidad». Consta de cuatro partes: 1. ¿A qué nos referimos por gobernanza? 2. Propósito de la jornada. 3. Sectores y niveles de gobernanza y preguntas marco. 4. Cuestionando algunos principios subyacentes.
Estudio prospectivo sobre los nuevos tipos de organizaciones y su gestión del cambio, así como sobre la transición hacia la sociedad del conocimiento. Se anali- zan dos propuestas de gestión holocrática que ofrecen factores productivos novedosos, como las tecnologías de aprendizaje y conocimiento y las experiencias de desarrollo de talento y transformación personal y social (propio de organizaciones con sentido y alineadas con Horizonte 2030 y con RSC 3.0). Para ello, se examinan dos casos com- parados, en realidades socioculturales diferentes: el Information Systems Costa Rica (ISCR) y el Instituto para el Conocimiento, la Gobernanza y el Desarrollo globales (ICGD) de España. Se pretende sistematizar sus propuestas de organización, opera- ción y resultados, ofreciéndose como pautas de referencia para otras organizaciones orientadas hacia el citado modelo de conocimiento y de transformación social.
Este artículo es el primero de una serie que aborda la radicalización violenta desde diferentes ángulos: la naturaleza de la radicalización islamista violenta en España, un estudio comparativo de este tipo de radicalización entre diferentes países de Europa, Estados Unidos y la India, la necesidad de refinar los índices territoriales de radicalización en el contexto de la prevención de la radicalización violenta y la relación entre la radicalización islamista violenta y otras formas de radicalización que tanto preocupan en Europa como los movimientos de extrema izquierda, los extremismos nacionalistas o los movimientos identitarios que se asocian a grupos ultras de extrema derecha. La serie se fundamenta en un trabajo teórico previo elaborado por uno de los autores y publicado en dos artículos (García-Magariño, 2018; 2019a). A su vez, todos estos estudios se enmarcan dentro de la idea según la cual los procesos de radicalización islamista violenta se dan en una matriz de tres capas de factores micro, meso y macrosociales (Jordan, 2009; McCauley; Moskalenko, 2017). El trabajo comienza definiendo, con fines operativos, la radicalización islamista violenta, para sobrevolar, a continuación, las teorías explicativas prevalentes. Tras identificar algunas de las lagunas de dichas explicaciones teóricas se propondrá una hipótesis que se testa después ante los datos procedentes de diferentes fuentes institucionales en España, por un lado, y la información recabada a través de las primeras conversaciones que darán lugar, más adelante, a historias de vida y entrevistas a profundidad procedentes del contacto con personas radicalizadas y desradicalizadas o que han vivido en entornos que se pueden considerar radicalizados y, por otro lado, con personal de las fuerzas y cuerpos de seguridad del Estado. El artículo, además, cuenta con una revisión del marco legal que regula las actividades tipificadas como terrorismo en España y, a pesar de centrarse en el terrorismo yihadista, sobrevuela otras formas de terrorismo que han afectado a España en las últimas décadas del siglo XX y principios del siglo XXI.
The paper will examine, in detail, (a) the norms that can be featured under the category “Green Deal” connected to the European Commission, (b) their application to Spain, and (c) the different patterns of action and development models that have been shaped by this framework over the last 20 years. These patterns are particularly relevant currently, as the COVID-19 crisis has highlighted the importance of advancing towards new patterns of local sustainability endowed with higher resilience. The notion of cognitive sustainability will be one of the added values to the current reflections on sustainability in general, and energetic sustainability in particular.
