El presente artículo se desprende de mi tesis de doctorado en Estudios Latinoamericanos, titulada Proyectos políticos, educación superior intercultural y modernización educativa en Ecuador y México, cuya investigación pude realizar gracias a una beca otorgada por el Consejo Nacional de Ciencia y Tecnología (CONACYT).
Los colaboradores de este libro analizan las maneras en las que se articulan los esfuerzos por impulsar los principios e instituciones de un régimen democrático formal, los valores y prácticas de la ciudadanía y las culturas políticas locales. La hipótesis compartida por los autores es que la efervescencia de nuevas demandas de derechos ciudadanos, de construcción de nuevos espacios de participación política, de mayor autonomía local, entre otros, tiene que ver con el fin de un ciclo del régimen político mexicano y su redefinición.
