Su valor es determinante tanto para los resultados escolares como para generar sociedades más democráticas. Sin embargo, en las últimas décadas nos encontramos con una situación paradójica. Por un lado, se valora su importancia y, en teoría, se impulsa. Pero, por otro lado, las legislaciones educativas han influido en una mayor individualización de la participación, y han reducido la importancia de las familias en algunos órganos como el Consejo Escolar. Este artículo analiza la situación de la participación en España, partiendo de la evolución de las legislaciones educativas y contando con los resultados de una amplia investigación cualitativa desarrollada en treinta y un centros de Cataluña, Aragón, Islas Baleares y La Rioja.Palabras clave: participación; familias; legislación educativa; relación padres-escuela AbstractFamily involvement at school is a necessity within the state educational system. Its value is crucial not only for school performance but to promote societies that are more democratic. However, in recent decades we face with a paradoxical situation. On the one hand, we consider its importance and, in theory, this is driven. On the other hand, educational legislation has led to more individualization concerning family involvement, and has reduced the role of families in some school bodies such as the School Board. This paper analyzes the situation of families' involvement in Spain, based on educational legislation development, and counting on the results of an extensive qualitative research carried out in thirty-one centers in Catalonia, Aragon, Balearic Islands and La Rioja.
En las últimas dos décadas, prácticamente cualquier lugar se ha convertido en un destino turístico, poniendo en valor sus recursos, sean del tipo que sean (naturaleza, rural, montaña, cultural, gastronómico, industrial, etc.). Sin embargo, no todos ellos estaban preparados para tal fin, ni los resultados han sido los esperados, en tanto en cuanto las expectativas depositadas por promotores, administraciones, etc. El objetivo de este artículo es analizar la evolución del turismo en La Rioja (España), una región que en su conjunto se incorporó tardíamente a este sector de actividad, a partir de la segunda mitad de la década de 1990. Para llevar a cabo el presente artículo se han empleado fuentes secundarias, partiendo de la escasa bibliografía acerca de la cuestión, y analizando fuentes estadísticas y las políticas y actuaciones desarrolladas en La Rioja por las diferentes agencias institucionales y agentes turísticos.
El desarrollo del turismo en La Rioja ha tenido como locomotora el mundo del vino. Siendo una de las actividades económicas centrales de la región, así como una seña de identidad, que el enoturismo se convirtiera en un referente turístico de la región era una consecuencia lógica, pero, al igual que el conjunto del sector turístico, su desarrollo no se produjo hasta finales del siglo XX y comienzos del XXI. Desde entonces, el enoturismo ha pasado a ser una potencia en sí mismo en La Rioja, con una infraestructura turística definida y con un apoyo institucional desde todos los ámbitos. De esta forma, se ha puesto en valor un rico y diverso patrimonio material e inmaterial, una cultura, y todos aquellos elementos vinculados a la viticultura. El presente trabajo analiza el potencial de las rutas del vino en La Rioja, partiendo de la existencia de una Ruta del Vino de Rioja Alta.
ResumenEl profesorado es uno de los agentes de la comunidad educativa que más peso tiene en la participación de las familias en la escuela. Madres, padres y docentes son dos colectivos que están "condenados a entenderse" mientras la principal motivación e interés de ambos sea que sus hijos/alumnos consigan integrarse como ciudadanos, y adquieran el mayor rendimiento escolar. Tanto profesorado como familias cuentan con una amplia diversidad de actitudes, motivaciones e intereses que en ocasiones se muestran contrapuestos, lo que motiva el recelo del profesorado hacia la implicación de las familias. El presente artículo muestra ese recelo marcado por la desconfianza que lleva a establecer con frecuencia barreras y límites que no deberían cruzarse por parte de las madres y padres, principalmente en los aspectos académicos y en el aula, espacio que estaría consagrado a la función docente. Este artículo analiza desde el discurso del profesorado las actitudes de queja hacia la participación de las familias en la educación obligatoria, a través de una investigación de carácter cualitativo en la que han participado treintaiún centros de Educación Primaria y Secundaria. Parents and teachers are condemned to understand each other, while the main cause for concern is that children/pupils manage to integrate as citizens and gain greater educational achievement. Both teachers and families count on a wide variety of attitudes, motivation and interests which sometimes behave as competing concerns. This situation motivates the distrust of teachers towards families' involvement. This feeling of distrust is marked by the disbelief which leads to establish barriers and limits which shouldn't be crossed by parents. These limits refer to academic aspects and to the classroom, a space which must be devoted to teaching. Education is one of the pillars of the welfare state in Spain, and one of the main ways of reducing inequalities and, potentially, integrating members of the immigrant population. Schools serve to promote social and cultural integration of foreign students and their families. Spain, although its history as a country of immigration has been short, has been quite efficient in integrating the emigrant population, especially at school. It is important to bear in mind that schools and the school environment are the main point of encounter between families of different cultures. There were significant difficulties incorporating foreign students in schools in the first decade of this century. The importance of integration in the process of normalizing relations between immigrant families and schools has been indisputable. However, one of the main difficulties with this integration has been the poorer performance and academic achievement of foreign students in the Spanish education system. Foreign students’ performance is significantly different. For example, they achieve significantly lower grades in the different standardized tests (Programme for International Student Assessment (PISA)), e.g., and higher rates of dropout, academic failure, and grade repetition. However, it is also true that these differences are significantly smaller for second-generation students born in Spain of immigrant parents. Faced with these facts, there have been numerous theoretical analyses and research projects that have tried to determine which variables affect this situation and which of them can be attributed to immigration, excluding any other socioeconomic factors. The results and the academic attainment of foreign- and immigrant-origin students in the Spanish education system are associated with some factors attributed to immigration. One of the most important is school segregation processes and their consequences for the educational and social integration of this group. Likewise, the financial crisis that has affected public policy and the Spanish welfare system, with the resulting budget cuts in education, has conditioned compensatory measures and attention to diversity.
