With the global spread of the COVID-19 pandemic, the states' policy for religion has become visible in numerous forms that were bound to differ. It thus merits to reflect on how both the pandemic itself and the various government responses are likely to shape the role of religion in the society. This paper seeks to shed light on how rationally public authorities manage the COVID-19 outbreak process with regard to religious sphere in case of Turkey and Ukraine. The study follows a content-analysis research design, and the data obtained derive from official statements made by relevant policy-makers and religious leaders in Turkey and Ukraine and available from open data sources.From analyzing statements with a reference to the COVID-19 and made by the targeted officials and religious leaders in Turkey and Ukraine, we can trace (1) how the narrative of public authorities to religion has been shaping over the pandemic, and (2) how religious organizations respond to governmental decisions. Against the background of the quite frequent reference to the theme of COVID-19, religious issues do not appear so often on policy-makers' agenda. In case of Turkey, religious times do not have a meaningful influence on religiosity in the discourses, and persons remain their general parlance, while for Ukraine we record a clear correlation of religious reference dynamics with highly intensive religious times.We can find that local religious background affects religious policy in emergency situations such as pandemic. When it comes to Turkey, Diyanet as a public body intertwined with political power may embrace a parallel attitude with it and keep control over religious affairs effectively. As for Ukraine, its current religious environment makes public decisions related to religious organizations rather vague and causes some uncertainty. In this regard, the authorities need to scrutinize their contribution when introducing some public regulations to limit activities of religious organizations on the grounds of both justice and policy effectiveness. They should strike a balance between minimizing religious disruption and respecting religious rights and freedoms. The COVID-19 pattern proves an importance of the relevant agency in the sphere of religion as a driver in a full-fledged dialogue with public authorities and religious organizations.
Abstract. One of the current challenges on the Ukrainian agenda is how to improve managerial training system that could implement effective democratic reforms in various spheres of public life, and at the same time provide proper protection of the national interests of state. The research objective is to explore an assumption that active and not properly substantiated implementation of modern concepts and approaches in the field of public administration into the science and practice of state administration in Ukraine does not necessarily lead to positive consequences for democratic transformations of state administration, in particular managerial training in higher education system. In this study we distinguish the concept of «State Administration», which is now applicable for Ukraine, from «Public Administration», where the latter may be regarded as only partial equivalent if translating the former one. Based on the analysis of documents including laws, resolutions, orders, etc., as well as descriptive analysis of statistical data, the authors of this study trace the process of transformations of managerial training in higher education system of Ukraine and discuss possible future development scenarios of relevant subject area. An introduction of field of study and specialty «Public Administration» in Ukraine in 2015—2016 does not provide us an answer to question of what essentially constitutes «Public Administration», and what place in this area is occupied by theory and practice of the previously existing «State Administration». These findings let us suggest the most viable direction for development of managerial training in Ukraine is restoration, in accordance with procedure established by law, of field of study «State Administration». Lack of the statist component in training of specialists on specialty «Public Administration» will lead to misunderstanding by future managers of essence of institution in a sovereign state, as well as nature of «State Administration», its social impact, functions and role in regulating social development and economic processes, in particular ensuring safety of population. Визначено та охарактеризовано історичні прецеденти у світовому православ'ї щодо процедури утворення помісних церков, визнання їх автокефалії та набуття ними статусу патріархату із характерними особливостями, що визначалися як політичним контекстом, так і конкретними обставинами. Окреслено перспективи та зроблено прогнози щодо визнання автокефального статусу ПЦУ з боку інших православних церков; виходячи з реалій поточного часу виділено три рівновеликі групи церков залежно від їх поточних позицій щодо української автокефалії: профанарську, промосковську і очікувальну. * Підготовлено у рамках виконання науково-дослідної роботи «Публічна політика у сфері релігії як фактор консолідації українського суспільства».
Introduction:In recent years, they used to take persistent steps in Ukraine towards implementation of quantitative and semi-quantitative methods of analysis of scientific activity in practice of management of state scientific complex. As a rule, they explain a course for publication in journals integrated into the international databases Scopus and Web of Science by the need to improve the quality of publications by Ukrainian scholars and the task of Ukraine's entry into the world academic community. Methods:In this study our key method is document and statistical data analysis.Results: Interest in the role of research metrics indicators when assessing academic achievements of a scientist and the need for publications indexed in research metrics databases Scopus and Web of Science is frequently shown by Ukrainian researchers. The position by the Ministry of Education and Science on «as much as possible» implementation of research metrics indicators turns into another imitation of science reform, and does not contribute to a breakthrough in the world academic community, where the main way to assess scientific results is an expert evaluation, not research metrics indicators. Practices of «predatory publishing», «academic slavery» and «academic fraud» show us that indicators declared as «objective» are now losing their validity. A separate problem is the use of scientometric indicators in the humanities, which is due to the specifics of presenting the results of scientific activities in the humanities. Conclusion:Current management approaches by the Ministry of Education and Science on enforcement of research metrics is a serious threat to Ukrainian science. The use of research metrics indicators when assess quality of scientific activity is only a supplementary component to qualitative indicators. But if quantitative indicators replace qualitative ones, the real picture of scientific knowledge is affected. That is why the world academic community is inclined to believe that the relevant research metrics data should be considered as additional source only.
