Abstract. The economic space of the region is the medium of relations of economic entities located on its territory. It is characterized by heterogeneity, due to the structured interaction of endogenous factors of production and the asynchrony of economic processes. The territorial structure of the economic space can correspond to several models, but a centre-periphery model can be considered the most widespread.The research relevance consists in the essence of the heterogeneity of the economic space of the region as one of its main properties, reflecting its differentiation. The authors analyze the approaches to interpreting the heterogeneity of the economic space in the works of Russian and foreign economists and identify the main types of territorial models of the economic space. The algorithm for detecting the heterogeneity of economic space of a region based on a centre-periphery model is presented. A necessary and sufficient set of socio-economic indicators is proposed in the form of qualitative and quantitative indicators characterizing the region. The application of these indicators is justified in the context of the limited statistical base characterizing the socio-economic parameters of the region.The approbation of this method of revealing the territorial structure of the economic space is carried out according to the data of the socio-economic development of the Rostov region, in which three spatially expressed hierarchical units are distinguished: the center, the periphery, and the semi-periphery. The authors determine the composition and characteristics of each of these spatial zones and their relationship, reveal problem fields and prospects for their future development based on existing imbalances and current potential.Key words: economic space, territorial heterogeneity, centre-periphery structure, socio-economic parameters, quantitative indicators, Rostov region, polycentricism, hinterland. Investment activity has many aspects and is determined by the goals, objectives, investors’ interests, its potential opportunities for investing funds, as well as the type and expected return of the invested object. Investments are the financial basis for housing construction. The essence of the investment process in housing is to find the financial resources and carry out the practical actions with them in order to make a profit and achieve another useful effect through the housing construction and its implementation on the market. Based on the economic feasibility principles, the investment process has a certain volume and terms of financial investments, which in the case of housing construction come in the form of capital investments. Ensuring the specific construction projects’ implementation, investments are of particular importance for municipalities, contributing to the expansion of their housing stock and improving the living conditions of the population through the new built housing acquisition. The investment process in housing has a number of specific features associated with the buildings’ construction long duration. At the same time, investments in housing construction are more reliable and less risky in comparison with other types of financial investments, since they can provide the investor with a greater profit in the implementation of constructed residential real estate. Due to the dynamism of the housing market, its conjuncture significantly affects the structure transformation, the investment level and the construction activities of municipalities. This study is dedicated to the investment process features’ consideration in the housing construction of municipalities.
This article analyzes spatial differences and tendencies of development of housing construction in largest cities of Russia. The authors estimate the pace of housing and housing provision in the largest cities of Russia. Based on a comparative analysis cities with different levels of housing development are identified. The authors define the interaction and interdependence of housing construction and economic development of Russia's largest cities.
Pricing in construction is the process of calculating the price of construction objects based on the estimated cost of construction materials and construction and installation work. It is carried out under the control and with the direct participation of specialized government bodies. Improvement of the public administration system in construction is transforming the approaches and methods of state pricing in the industry. This is due to the desire to more accurately and objectively take into account all the costs incurred in the course of construction and installation work, which change primarily under the influence of inflationary processes and the rising cost of building materials. Each erected building or structure in construction has its own individual price. The price for a construction object should not be overstated, but at the same time, it must comply with the established construction standards. In the system of state pricing in construction, two main methods of calculating the estimated cost of a construction object are used - base-index and resource. The first method is based on the use of unit prices developed taking into account the price level in the base period and their adjustment using the estimated cost indices. The resource calculation method is based on current prices for structural materials and construction work. The study provides a comparative assessment of the two methods, determines their effectiveness, identifies the problems of state pricing in construction in the Russian Federation. To achieve transparency in determining the construction cost, it was decided to switch to the resource method of drawing up estimate documentation as more objective, despite the significant laboriousness of calculations.
