Abstract. Overcoming social-and-economic problems of single-industry towns by diversification of their economy is possible by creating territories of advancing social and economic development (TASED). In contrast to the researchers claiming that the formation of a cluster with participation of enterprises of more than one municipal territory strengthens mono-profile of town, the authors justify synergies effect from using advantages of TASED and-cluster approach in diversification of single-industry towns' economy. Regional (municipal) industrial cluster, in contrast to the previously known concepts, the authors consider to be formed with an active role of the regional and municipal authorities for implementing projects of mono-town economy diversification and investment projects that meet the requirements of TASED. As a result of problems and risks systematization concerning clusters' functioning in Russian and foreign practice the basic principles of building clusters on TASED in mono-towns were defined. The research results present a contribution to the cluster theory, the regional economy in terms of methodology development of building regional (municipal) industrial clusters within TASED for economic diversification of mono-town economy. The practical value of the study lies in the possibility of using the results of work in the activities of regional and municipal authorities in the formation of cluster as residents of TASED in single-industry towns.
Abstract. The methodology of calculation of environmental performance index is considered in the article. The necessity of assessing the environmental efficiency index at the regional level in connection with which the authors attempted to adapt the indicators is proved; the recommendations on improving the national system of environmental indicators for the purpose of maximum correlation with the indicators of the environmental performance index are given.
-The subject matter of this research is the processes of clustering in the regional economics. Currently, clustering is the most efficient form of conducting the innovative activity. For industrial regions, such as the Kemerovo region, the benefits of clustering comprise the creation of an efficient production scale rise. The purpose of this article is to study the ways to create the integrated tools formations in the industrial region. In addition, clustering advantages are imposing a qualitatively new impetus onto the development of the economics as a result of a mutually beneficial relationship emerged between industry and research organizations, universities, innovative businesses and the public sector. The paper concludes that development in the region of several cluster formations can provide the effect of the emergence of functioning of the entire regional economics. The effect in question is caused by the fact that the sum of potentials of the individual elements of the regional economics is less than the total capacity of a cluster in which these elements interact with each other. This feature provides for a number of advantages of regional economies considered in this article. In addition, the authors have identified problems that have a negative impact on the development of the innovation sphere of an industrial region.
Abstract. Depressed state of Russian economy in recent years, the unstable functioning of most regional social and economic systems in the conditions of increased uncertainty of the global economy makes strategizing of the development based on a new model of economic growth a highly important issue. It assumes the tasks of modernization and restructuring of the economy, as well as improving the quality of management. It is known that the solution of these conceptual target problems was suggested by the concept 2020, but the global crisis of 2007-2009 and other geopolitical factors in the post-crisis period pushed their implementation back. The results of 2016 show an adaptation of Russian economy to the difficult internal and external challenges. In this article, the authors analyze the strategizing process by the example of the "Strategy of social and economic development of the Kemerovo Region up to 2025", as well as analysis comparatively the strategies for the development of the national economy, the Siberian Federal District and the region. Based on the study results the authors formulated and substantiated conclusions and recommendations to improve strategizing process and the effectiveness of strategic management of the development of social and economic systems.
The issue of mineral deposit evaluation is very topical and the aim of the present article is to fill a gap, which with far has been empty. The presented results of research are aimed to describe these issues in a comprehensive way. After the changes to the economic systems in many European countries the criteria of assessment and evaluation of mineral deposits have changed significantly, and authors of these “recomputations and calculations” use various methods. In these methods the main provisions are built upon geological and industrial values, specifications and indicators, so the economic trends are not completely considered. Therefore, in coming post-industrial era the structure of mineral resources use has been changed, and the leading methods of mineral deposits evaluation must include sufficient economic values, with a new codification.
