Okul yönetimlerinden, öğretimsel liderliğe eşlik eden hesapverebilirlik talepleri artma eğilimindedir. Bu çalışmanın temel amacı, okul yöneticilerinin perspektifiyle öğretimsel hesapverebilirlik olgusunun, okullarda nasıl deneyimlendiğini betimlemektir. Nitel araştırmanın olgubilim deseni kullanılarak aşamalı teknikle önce etkileşimli ortamlarda odak grup görüşmesiyle (n=8) ardından etkileşimsiz ortamlarda yarı-yapılandırılmış görüşmelerle (n=20) veriler toplanmıştır. Katılımcılar, 2017 Nisan-Mayıs döneminde Aksaray ili merkez, ilçe ve köylerinde çalışan okul yöneticilerinden maksimum çeşitlilik sağlamak için kasıtlı şekilde belirlenmiştir. Veriler, içerik analiziyle incelenerek sonuçlara ulaşılmıştır. Çalışma sonunda, okullarda bilinçli, sistematik bir öğretimsel hesap sorma-verme işleminin gerçekleşmediği; kazanımların tam edindirilemediği; bu konuya yeterli önem verilmediği saptanmıştır. Kazanımların edinilme düzey ve kalitesi hakkındaki belirsizlik dikkate alınarak okullarda geçerli ve güvenilir bir öğretimsel hesapvermenin gerçekleşebilmesi için öneriler geliştirilmiştir.

Work related psychological unsafety defined as the degree to which employee perceive the risky work environment that hinder them to behave comfortably or to speak up what they think without fear of its possible negative consequences. The importance of psychological unsafety has already been laid down for organizational viability and development, but the main problem is lack of instrument to measure psychological unsafety in schools. So the aim of this study is to develop valid and reliable instrument. We developed it in line with the procedures suggested by AERA (The American Educational Research Association). Based on the literature review, we wrote 27 draft items, then we piloted it on 164 school staff and we implemented factor and item analyses. We finally conducted it in the main application with 393 school staff who randomly selected from schools located in different geographical regions of Turkey. Results of EFA displayed that the 19 items loaded on three factors explaining .73 of total variance and the factor loadings ranged between .59 to .85. In addition, corrected item-total correlations ranged from .51 to .86. The internal consistency reliability coefficient was .96 and CFA confirmed the structural model. At the end of the study, we obtained a valid and reliable scale to measure psychological unsafety in schools.
ÖZETBu araştırmada, stratejik yönetimin ilköğretim kurumlarında uygulanma düzeyine ilişkin ilköğretim okulu yöneticileri ve il eğitim denetmenlerinin görüşlerinin belirlenmesi amaçlanmıştır. Araştırma betimsel bir çalışma olup tarama modelinde gerçekleştirilmiştir; çalışma evrenini İstanbul ilinde görev yapan 230 il eğitim denetmeni, 208 okul müdürü ve 208 müdür yardımcısı oluşturmaktadır. Veri toplama aracı olarak araştırmacı tarafından geliştirilen "Stratejik yönetimin okullarda uygulanma düzeyini ölçme ölçeği" kullanılmıştır. Verilerin çözümlenmesinde tanımlayıcı istatistiksel metotlar, T-testi, Mann Whitney u testi, tek yönlü varyans analizi (ANOVA) testi ve Scheffe testi kullanılmıştır. Araştırma sonucunda: ilköğretim okullarında stratejik yönetimin müdürlere göre: "stratejik düşünme", "stratejik analiz, yönlendirme ve strateji oluşturma" boyutlarında yüksek düzeyde; "stratejik uygulama ve değerlendirme" boyutunda "çok yüksek" düzeyde; müdür yardımcılarına göre, üç boyutta da yüksek düzeyde; il eğitim denetmenlerine göre: "stratejik düşünme" boyutunun "düşük" düzeyde, "stratejik analiz, yönlendirme ve strateji oluşturma", "stratejik uygulama ve değerlendirme" boyutlarının "orta" düzeyde uygulandığı; araştırmaya katılan tüm katılımcıların ortak görüşüne göre: üç boyutta da "yüksek" düzeyde uygulandığı; katılımcıların stratejik yönetimin ilköğretim okullarında uygulanma düzeyine ilişkin görüşleri arasında yaş, öğrenim düzeyi ve mesleki kıdem değişkenlerine göre anlamlı farklar bulunduğu sonuçlarına ulaşılmıştır.
This study focused on finding out the "psychological unsafety perceptions" of administrators, teachers and other staff in Turkish schools and examining how it is affected by their personal and organizational variables. Psychological unsafety is a phenomenon that its nature must be understood for organizational development and organizational effectiveness. Psychological unsafety in work environment is defined as the level of perception about risky work environment hindering employee to speak out what they think and to behave in comfort because of possible negative consequences. The study was implemented on totally 557 school stuff randomly selected from the schools located in different regions and provinces of Turkey. Data were gathered by "the psychological unsafety scale" and analysed by logistic regression analysis. At the end of the study, we found that a medium level of psychological unsafety is experienced at Turkish schools and gender as one of the personal variables and school size as one of the organizational variables significantly affect the psychological unsafety. Female stuff and those who work in small size schools experience much more psychological unsafety. Based on discussion of the findings, we developed suggestions for macro and micro level educational administration. When we consider the scarcity of the study focused on the psychological un/safety, we argue that the study makes a significant contribution in understanding of the phenomenon.
