The settled one marginalizes the newcomer and defines the existing problem through them. The first reaction against the other is to set boundaries by building a wall. In the second stage, reached after the walls are formed, there is now the inside and outside of the wall. Then, for the settled, the inside is identified with the good, and the outside with the bad. The starting point of this study is the settled society building walls between newcomers and themselves, and through this, othering them. Therefore, this study aims to show the processes and forms of othering of refugees and immigrants in Turkey. In line with the aforementioned purpose, the phenomenon of othering is examined through the (immigrant) “Natashas” and (refugee) Syrians. In this context, for a two-way practice, it is emphasized that the social worker should not only have a strong social inclusion policy for immigrants, but also raise the awareness of the settled society about othering.
Sosyal çalışma, sosyal bilimlerin farklı disiplinlerinden edindiği bilimsel bilgiyi bünyesine katarak kullanmaktadır. Ancak artık sanatın farklı dallarından da faydalanılabileceği hatta faydalanılması gerektiği, dahası sosyal çalışmanın sanatın farklı dallarıyla ilgili olduğu alanda tartışılmaktadır. Bu tartışmalar çoğunlukla, terapi sürecinde hizmet alana faydası üzerinden sürdürülmektedir. Böylelikle sanat hizmet alana yönelik doğrudan işlevsel bir etkinliğe dönüştürülmektedir. Bu çalışma ise sanatın öncelikle bireysel gelişimi ve iyilik halini sağlayan bir süreç olduğunu, mesleki uygulama ile ilgili olarak da sosyal çalışmacıya sunduğu katkıyla uygulamada hizmet alan üzerinde dolaylı bir fayda sağlayacağını belirtmektedir. Sanatta söz konusu süreç, yavaş ilerlemekte ve sonuç vermesi zaman almaktadır. Bu sebeple çalışma sanatın, dolaylı bir tedavi edici ve dolayımlı bir eğitsel faaliyet olduğunu ve sosyal çalışma eğitiminden başlayarak sosyal çalışmacının “hayat boyu eğitim”i içinde yer alması gerektiğini vurgulamaktadır.
Savaş, varlığın bütün hâllerine zarar veren yıkıcı bir olgu olarak insanı, cansız maddeleri, bitki ve hayvanları yaralamaktadır. Ancak bu olgu, savaşın zarar vereni ve göreni olan insana hem beden hem de ruh sağlığı açısından ağır zararlar vermektedir. Zarar gören insanlar içinde kadınlar, çocuklar ve yaşlılar başı çekmekte olup bu üç kesim içinde özellikle tecavüze maruz bırakılan kadınlar; savaş sırasında düşman addedilenlerce, sonrasında ise mensubu olduğu toplumca cezalandırılmaları münasebetiyle bu çalışmanın konusunu teşkil etmektedir. Çalışma neticesinde bireysel bir eylemmiş gibi algılanan tecavüzün, kolektif etmenleri ve sonuçları olduğu görülmüştür. Kadına endekslenen namus anlayışı, toplumca dişil olarak nitelendirilen öğelere vurgu yapan milliyetçi söylem, ataerkil toplum yapısından kaynaklanan toplumsal cinsiyet adaletsizliği ile kesin ve caydırıcı olmayan yaptırımlar söz konusu etmenler içinde yer almaktadır. Hegemonik erkeklik kültüründen bağımsız olmayan bu etmenlerin varlığı, savaş tecavüzü olgusunun devamlılığına yol açmakta ve sorunun sosyal çalışma alanına çekilerek uluslararası bir savunuculuk ve uygulama ile çözüme kavuşturulmasını gerektirmektedir.
