Son yıllarda küresel ısınma ve iklim değişikliğinin dereler üzerindeki rejim bozukluğunu ortaya çıkardığı uzmanlar tarafından tespit edilmiştir. Bu rejim bozuklukları dere, ırmak ve nehirlerin hidromorfolojilerinde de değişimlere sebep olarak zaman zaman sel ve taşkınların oluşmasına sebep olmaktadır. Özellikle yarı-kurak havzalarda bölge yapısının ve özelliklerinin bilinmesi muhtemel felaketleri engellemede önemli bir faktördür. Bu çalışmanın amacı, Çankırı ilinde bulunan Tatlıçay ve Acıçay havzalarında belirlenmiş 513 noktadaki ölçümler ile derelerdeki hidromorfolojik yapının belirlenmesi, arazi kullanma türünün (AKT) hangi parametrelere göre değiştiğinin incelenmesi ve arazi yapısının tahmin edilmesidir. Bu amaçla dört farklı Bayes Ağ senaryosu belirlenmiştir. Bu senaryolarda, farklı parametreler belirlendiğinde AKT'nin yüzde kaç olasılıkla tahmin edildiği saptanmıştır. Bu sonuçlara göre en yüksek olasılıkla belirlenen AKT tipi iğne yapraklı orman olup, bu oran %97 olarak bulunmuştur.
Yarı kurak ve kurak iklimlerin hakim olduğu bölgelerde en önemli arazi tahribatının başında toprak erozyonu gelmektedir. Toprak ve su koruma amacıyla gerçekleştirilecek planlamalarda en önemli aşama erozyon derecesi ve alanlarının mekânsal dağılımının belirlenmesidir. Bu sebeple İç Anadolu'da Ankara ilinin Çubuk ilçesi sınırlarında yer alan Meşeli Havzasında ICONA erozyon risk modeli kullanılarak erozyona duyarlı alanların belirlenmesi amaçlanmıştır. Bu amaçla seçilen modelde eğim, jeoloji, arazi kullanımı ve arazi örtüsü katmanları kullanılmıştır. Analiz sonuçlarına göre; havzanın %7,0'si çok düşük, %18,9'u düşük, %39,3'u orta, %21,4'ü yüksek ve %13,5'i çok yüksek derecede erozyona duyarlı alanlardan meydana gelmektedir. Havzanın kuzeyinde eğimin yüksek olduğu alanlardaki örtü kapalılığı düşük ormanlar, yüksek ve çok yüksek derecede erozyona duyarlı alanları oluşturmaktadır. Ayrıca kuru tarım ve mera alanlarında da örtü kapalılığının düşük olması havzanın erozyon risk bakımından hassasiyetini arttırmaktadır. Sonuç olarak, toprak ve su koruma amacıyla arazi yönetimi ve planlanmanın etkin yapılabilmesi için erozyon riskli alanların önceden belirlenmelidir.
ÖZET: Dünyanın bir çok yerinde görülen en önemli çevre sorunlarından birisi de toprak erozyonudur. Kastamonu il sınırları içerisinde yer alan İnebolu havzasında yapılan bu çalışmanın amacı ICONA modeli kullanarak havzanın erozyon risk dağılım haritalarının oluşturulmasıdır. Model yedi aşamadan oluşmaktadır. Bu aşamaların ana parametreleri eğim, jeoloji, arazi kullanımı arazi örtü verileridir. İlk olarak sayısal yükselti modeli (DEM) kullanılarak eğim haritası oluşturulmuştur. Eğim katmanı ve jeoloji katmanının analizi sonucunda potansiyel erozyon risk haritası yapılmıştır. Bu işlem sonucuna göre, havzanın potansiyel erozyon risk sıralaması %2.2 (düşük), %4.4 (orta), %20.1 (orta yüksek), %34.1 (yüksek) ve %39.2 (çok yüksek) olarak belirlenmiştir. Spot uydu görüntüsü kullanılarak alana ait bitki arazi örtüsü ve arazi kullanım haritaları oluşturulmuştur. Oluşturulan bu katmanların birleştirilmesi sonucu toprak koruma katmanı üretilmiş üretilen bu katman ile de potansiyel erozyon risk haritası sorgulaması sonucu alanın erozyon risk haritası oluşturulmuştur. Oluşturulan bu haritaya göre, çalışma alanının %52.9'u yüksek ve çok yüksek erozyon risk duyarlılığına sahiptir. Diğer taraftan, alanın %34.5'i düşük ve çok düşük erozyon riskine sahiptir. Alanın sadece %12.5 i orta seviyede erozyon riskine sahiptir. Ayrıca bu çalışma CBS ve UA tekniklerinin toprak erozyon risk belirleme çalışmalarında önemli rol oynadıklarını da göstermiştir. The aim of this research performed in İnebolu Watershed located in Kastamonu province is to create map of the distribution soil erosion risk classes using ICONA model. The soil erosion risk assessment stages of this model occurred seven steps. Main parameters of these steps are slope, geology, land use, land cover information. A potential erosion risk map (step 3) was obtained from the slope (step 1) and lithofacies layers (step 2) generated using a digital elevation model (DEM) and digital geological and soil maps. As a result of this process, the distribution of the potential erosion risk classes was 2.2% (low), 4.4% (moderate), 20.1% (medium), 34.1% (high) and 39.2% (extreme). Land use (step 4) and land cover (step 5) layers derived from Spot 2013 image data classification were combined to produce the soil protection map (step 6). Soil erodibility and soil protection layers were combined to form the ICONA soil erosion status map in the final step (step 7). This final map showed that 52.9% of the study area had high and very high for erosion sensitivity. On the other hand, 34.3% of the study area has lower (settlement, very low, low and appreciable) erosion condition. Only 12.5 of the total area has moderate erosion risk class. This study also showed that GIS and RS techniques play an important role in determine of soil erosion risk studies.
Sustainable Integrated Watershed Management (SIWM) paradigm is becoming more important in terms of managing and protecting natural resources in many countries. Turkey's biggest problem is that the state organization and structure of the legislation are not appropriate for SIWM paradigm. Between government institutions as synchronous and concentric work has not yet developed. On the other hand, there are incompatibilities in the shareholders' expectations and requests that makes development of such approaches more complex. In addition, inventory of natural resources that are crucial for SIWM are either nonexistent or insufficient. Increasing of rural population and poverty causes the destruction of natural resources. The purpose of this study is to investigate the administrative, legal, economic and ecological problems in Turkey in terms of SIWM. An example of fore SIWM can be adopted. The main problem observed in the sample watershed is that the eco-hydrological watershed boundaries are incompatible with the administrative and legal boundaries. Also, the conflict among the different administrative branches and the lack of relevant data cause problems in the implementation of the management plans. In this paper, options are identified for the reconciliatory strategic decisions about the implementation of sustainable integrated watershed management in Turkey. The paper also focusses on the legal and administrative problems attributed of the water resources and watershed management system in Turkey.
Özet: Emine Deresi ve yan dere havzaları (12 127,1 ha) 1990 yılından itibaren havza ıslah çalışmalarına konu olmuştur. Uygulamalar kapsamında mera ıslahı, toprak koruma ve ağaçlandırma çalışmaları yürütülmüştür. Bu araştırmada, 1990 -2014 yılları arası yürütülen havza ıslah çalışmaları sonucu, Arazi Kullanım Türü/Arazi Örtüsünde (AKT / AÖ) ortaya çıkan değişim ve yürütülen çalışmaların başarı durumu değerlendirilmiştir. AKT / AÖ değişiminin belirlenmesinde Uzaktan Algılama (UA) ve Coğrafi Bilgi Sistemleri (CBS) teknikleri ve yersel ölçümler kullanılmıştır. Havza ıslah çalışmalarına başlanmasından bu yana verimli orman alanlarında % 22.5, bozuk orman alanlarında % 9 ve yerleşim alanlarında % 4.4 artış olduğu belirlenmiştir. Havza içerisinde orman toprağı alanlarında % 31.8 ve tarım alanlarında % 3.4 azalış olduğu tespit edilmiştir. Elde edilen sonuçlara göre havza içerisinde ormanlık alanlarda toplam % 40.9 (4960.0 ha) bir artış olduğu belirlenmiştir.
