Bir devletin veya kentin sosyal ve iktisat tarihinin tam olarak anlaşılabilmesi için doğal afetlerin etkilerinin de ortaya konulması gerekir. Çünkü yaşanan büyük doğal afetler neticesinde zarara uğrayan insanlar, yerleşim birimleri, çevre ve ekonomik faaliyetler afet öncesi eski durumlarına dönememekte ya da bu süreç uzun zaman almaktadır. Bu çalışmada, birinci derece deprem bölgesinde yer alan Isparta ili ve ilçelerinde 19. yüzyılın ikinci yarısı boyunca meydana gelen depremler, birinci el kaynaklardan olan arşiv belgeleri, gazeteler ve kroniklerin ışığında ele alınmış; ne sıklıkla ve büyüklükte yer sarsıntılarının yaşandığı ortaya çıkarılmak suretiyle Isparta'nın deprem tarihine ve depremselliğine katkıda bulunulması hedeflenmiştir. Bu bağlamda Isparta'da 19. yüzyılın ikinci yarısında yirmi beş depremin yaşandığı tespit edilmiştir. Hasara yol açan beş deprem içerisinde en etkilisi 17 Ocak 1889 depremi olup, Isparta kent merkezi ile bazı köylerinde çok sayıda binanın harap olmasıyla sonuçlanmıştır. Bu yıkıcı deprem sonrasında Isparta mutasarrıfının başkanlığında bir Afet Komisyonu kurulmuştur. Sorunlara ve ihtiyaçlara acil çözümler bulmayı hedefleyen komisyon, kısa bir süre içerisinde depremzedelerin yaralarını sarmaya çalışmıştır.
İslamiyet'in ortaya çıkışından itibaren mescit dışında açık havada cenaze, bayram ve teravih namazları kılmak ve diğer toplu etkinliler yapmak için "musallâ" adı verilen özel mekânlar tesis edilmiştir. Bu "musalla" geleneği Türk-İslam devletlerinde de devam ettirilmiştir. Bu mekânlar genel olarak "îdgâh", "kıblegâh", "namazgâh", "musallâ" ve "secdegâh" gibi isimler almışlardır. Bu terimlerin aralarında bazı ufak anlam farklılıkları olmakla birlikte tamamı açık hava ibadet ve toplanma yerlerini işaret etmektedir. Bu türden yerler yaygın olarak Arapça "musallâ" ve Farsça "namazgâh" adıyla bilinmektedir. Bilhassa Selçuklu ve Osmanlı dönemlerinde hem şehir merkezlerinde ve mezarlıklarda hem de yol güzergâhlarında cami harici birçok musalla ya da namazgâh mekânları kurulmuş, bunların bakım ve onarımı ile görevlilerinin ücretleri için vakıflar tesis edilmiştir. Bu tesislerin ancak bir kısmı günümüze kadar gelebilmiştir. Birçok araştırmacı Anadolu coğrafyasındaki bu ibadet ve etkinlik alanlarının fonksiyonları ve mimarî özellikleri üzerine çok sayıda incelemeler kaleme almışlardır.
Vakıf, genel olarak insanların ellerindeki mallarının bir kısmını veya tamamını Allah’ın rızasını kazanmak için hayır amaçlı sarf etmesidir. Bu düşünce ile XIX. yüzyılda Aksaray’da birçok yeni vakıf kurulduğu gibi daha önceki dönemlerde kurulan vakıfların önemli bir kısmı da faaliyetlerini devam ettirmiştir. Bu vakıflardan birisi de “Karamanoğlu Mehmet Bey Camii Vakfı”dır ki, inşa edildiği Anadolu Selçukluları döneminden itibaren Aksaray için tarihi bir öneme sahip olan Karamanoğlu Mehmet Bey Camii’nin giderlerini karşılamak amacıyla kurulmuştur. Arşiv kayıtlarında Karamanoğlu İbrahim Bey Camii, Karamanoğlu Camii ya da Cami-i Kebir (Ulu Camii) şeklinde geçen bu tarihi cami, vakfının sağladığı maddi imkanlarla günümüze kadar ulaşmış olup, halen Aksaray’ın en önemli mabedi olma özelliğini sürdürmektedir. Vakıflar Genel Müdürlüğü ve Başbakanlık Osmanlı Arşivlerinden elde edilen defter ve belgeler ışığında hazırlanan bu çalışmada Karamanoğlu Mehmet Bey Camii’nin tarihi, özellikleri, XIX. yüzyılda geçirdiği tamirler ve masrafları ile caminin bağlı bulunduğu vakfın görevlileri, vakfın gelirleri ve giderleri ayrıntılı bir şekilde ele alınmıştır.
Doğu Anadolu ile Kuzey Anadolu Fay zonlarının etkisinde bulunan ve birçok fay hattını barındıran Erzurum, tarihte çok yıkıcı depremlere maruz kaldığı gibi, 8 Kasım 1901 tarihinde de büyük bir deprem yaşamıştır. Deprem, Erzurum’da çok büyük miktarda hasara, can kayıplarına ve binlerce insanın açıkta kalmasına yol açmıştır. Ana deprem sonrasında çok sık ve şiddetli derecede artçı sarsıntıların meydana gelmesi, halkın daha fazla endişe ve korku yaşamasına neden olmuştur. Depremzedeler, vilayet yönetimi tarafından çadırlara ve barakalara yerleştirilmiş ya da hasar almayan köylere gönderilmişlerdir. Bütün afetzedelerin beslenme, yakacak ve diğer ihtiyaçları da giderilmeye çalışılmıştır. Afetzedeler için büyük gayret gösterilmişse de baraka ve çadırlarda yaşayan depremzedeler Erzurum’un şiddetli soğuklarının tesiriyle büyük zorluklara maruz kalmış, hatta salgın hastalıklar baş göstermiştir. Deprem sonrasında hem İstanbul’da hem de Erzurum ve çevresindeki yerleşim birimlerinde yardım kampanyaları başlatılmış, toplanan büyük miktarlardaki paralarla afetzedelerin ihtiyaçları giderilmeye çalışılmıştır. Depremzedelere çeşitli kolaylıklar ve muafiyetler de sağlanarak bu büyük afetin açtığı yaralar sarılmak istenmiştir.
The city of Malatya experienced many disasters in the last quarter of the 19th century. Malatya, which suffered great damage and loss of life in the earthquake of March 3, 1893, lost hundreds of its population in the same year due to the cholera epidemic. Several years before these disasters, he was exposed to two major fire disasters and suffered a great amount of material and moral damage. The first fire broke out at the end of 1889 and turned the Malatya Bazaar to ashes. The same bazaar suffered a second and bigger fire disaster less than a year later. In addition to the shops in the bazaar, some other buildings were also damaged in the fires. As in the aftermath of the earthquake, efforts were made to heal the wounds of the victims after fires. In this regard, the injuries of the fire victims were tried to be healed with the efforts of both the administrators of the Malatya liva and the Ma'mûretü'l-'Azîz province to which it was affiliated, and the representatives of the Ottoman government who ruled the state from the capital Istanbul. In addition to financial aid, some conveniences were provided to the people of Malatya. In this study, the damages caused by the aforementioned fires in and around the bazaar, what happened after the disasters, the studies and measures taken to heal the wounds of the disaster victims were discussed in the light of archival documents and newspapers of the period, and the material and moral difficulties of the people of Malatya and the regional administrators at that time were given.
