Dünya nüfusunun artış hızına göre ihtiyaç duyduğu gıdanın temini için ekilebilir tarım topraklarının etkin bir şekilde kullanılması önem taşımaktadır. Sürdürülebilir arazi yönetimi kapsamında toprak korunarak; planlama, strateji geliştirme ve reform politikalar üretme yoluyla tarım arazilerinin en verimli şekilde kullanımının gerçekleştirilmesi hedeflenmektedir. Mevcut durumda ise sanayinin gelişmesi, kırsal alandan kentsel alana göç, iletişim ve ulaşım teknolojilerinin gelişmesi, kadastro parsellerinin bölünmesi gibi nedenlerden dolayı ekilebilir tarım arazileri atıl kalarak ülke ekonomisine zarar vermektedir. Bu çalışmanın amacı, tarımsal üretim yapılabilecek veya kullanılabilecek nitelikte olup hukuki, sosyal, ekonomik, teknik, çevresel vb. nedenlerden ötürü malikleri tarafından işlenmeyen, ekilmeyen ve fiziksel olarak boş bırakılan atıl tarım arazilerinin tespit edilerek tarımsal faaliyete kazanımının katkısını araştırmaktır. Çalışma alanı olarak Mersin ili Tarsus İlçesi Egemen, Baharlı ve Kulak Mahalleleri seçilmiş olup geleneksel değerleme tekniklerinden gelir yöntemi kullanılmıştır. Atıl tarım arazilerinin yaklaşık olarak 2750 dekar olduğu ve sadece 2020 yılı için 6.9 Milyon Türk Lirası (₺) ekonomik kaybın yaşandığı görülmüştür. Sonuç olarak tarım arazilerinin boş kalmaması ve ekonomik gelire dönüş için çözüm önerileri, kamu ve özel mülkiyetteki araziler olarak ayrı ayrı değerlendirmeye alınmıştır.
