Pada awal Maret 2020 Coronavirus Disease (Covid)-19 resmi diumumkan pemerintah telah masuk Indonesia. Sejak saat itu pemerintah mulai memberlakukan pembatasan sosial berskala besar (PSBB) bagi kegiatan masyarakat. PSBB mengakibatkan banyak aktivitas masyarakat menjadi terhambat dan salah satunya adalah proyek konstruksi. Banyak proyek konstruksi yang mengalami keterlambatan proyek akibat pandemi Covid-19 dan telah banyak studi pada ranah ini. Tulisan ini bertujuan untuk melakukan systematic literature review atas studi-studi terdahulu. Ada tiga pertanyaan penelitian yang akan dijawab yaitu bagaimana dampak Covid-19 terhadap penyelesaian proyek konstruksi, apa faktor-faktor penyebab keterlambatan proyek konstruksi, dan apa implikasi secara legal kontraktual. Berdasarkan kajian yang dilakukan, dampak Covid-19 yang terjadi pada proyek konstruksi meliputi keterlambatan proyek konstruksi. Faktor-faktor dominan penyebab keterlambatan pada masa Covid-19 adalah keterlambatan pengiriman material ke lokasi proyek, jumlah tenaga kerja yang tidak memadai, kekurangan atau kerusakan peralatan. Pandemi Covid-19 dikategorikan sebagai peristiwa kahar, yang membebaskan kontraktor pelaksana dari kewajiban membayar denda akibat keterlambatan proyek. Namun, penegasan ini perlu dinyatakan secara eksplisit dalam kontrak konstruksi untuk menghindari potensi terjadinya konflik antara pemilik dan kontraktor pelaksana.
Technology in the construction industry is now rapidly developing. Construction technology, which synergies with good construction management, can increase cost efficiency, time, and project quality. In conventional construction methods, there is a high level of uncertainty. The high level of uncertainty impacts poor project control resulting in project delays, high overhead costs, and a decrease in project quality. Modular home fabrication technology was developed to reduce project costs and time and improve project quality. The increasing demand for proper housing is currently encouraging Indonesia’s Government to create a Subsidized Housing Program. ‘Y’ subsidized housing is one of the subsidized housing in Indonesia. The ‘Y’ subsidized housing construction still uses conventional construction. How to compare the achievement of efficiency in cost and time plans as well as project quality between the application of modular home fabrication technology with traditional construction in ‘Y’ subsidized housing construction, with potential project cost savings of 5-15%, acceleration of project duration of 9 months from planning, and inspection the quality of the project is done in stages? The achievement of cost and time efficiency of the project and improving the quality of the project affect the choice of the construction method. Modular home fabrication technology can be implemented if the modular manufacturer meets the criteria. These criteria are: including being qualified in modernization, having a consistent level of productivity, having adequate mobilization, and commitment that is always maintained to see prospects.
The program to meet the needs of Raw Water for the domestic needs of the community, especially drinking water and other household needs, is very intensively carried out by the provincial government of East Nusa Tenggara. The difficulty faced is that efforts to equalize the fulfillment of the need for clean water in the archipelago require quite expensive costs and technology. Palue Island in Sikka Regency is one of the islands of hundreds of regions experiencing a clean water crisis. Fulfillment of consumption water needs only comes from the results of the Steam Water Condensation using plaster and PAH methods. This research was conducted to determine the feasibility and contribution of the fulfillment of residents' raw water by the anointing method that has been carried out by the Palue Island people for generations.
Implementation of a building construction project carried out through a certain management system. The project has a predetermined schedule and implementation plan. Common things that will occur if they are not in accordance with the schedule and implementation plan are delays in project implementation time and implementation costs. One of the factors causing the delay is due to rework activities on one or several items of construction work. The purpose of this study was to identify and analyze the factors that cause rework on building construction projects in the city of Kupang, East Nusa Tenggara Province. This study used a questionnaire instrument involving as many as 27 contractors, consisting of 12 site managers, 12 field implementers and 3 foreman. This research was conducted to see the dominant factor of rework in building construction projects in Kupang city. The results showed that the factors causing rework are known from managerial, design and resource factors which are the main causes of the emergence of rework in work. Operators working not according to procedures are one of the main causes of rework from the resource factor. Lack of teamwork is the cause of the rework of managerial factors. Unclear design or documentation is the cause of rework of design factors.
