A formal model of crisis bargaining in the shadow of leadership turnover is analyzed where (1) successive leaders of the same state may differ in their resolve, (2) their resolve is private information, and (3) the probability of leadership turnover depends on bargaining behavior and conflict outcomes. The model provides novel answers to a number of questions about the relationship between an incumbent's time in office, the prospects of losing office, the anticipated behavior of future leaders, and the current probability of conflict. Taken together, these results add further weight to recent claims that leaders, not states, should be considered the fundamental units of analysis in international relations.
The authors analyze a bargaining model of war that incorporates both commitment problems due to shifting power and asymmetric information. Four results emerge when both bargaining problems are present. First, in contrast to asymmetric information models, the resolution of uncertainty through fighting can lead to the continuation of war rather than its termination. Second, wars can be less-not more-likely to end in settlement the longer they last. Third, war aims increase over time as a belligerent becomes more confident that its opponent will grow unacceptably strong in the future. Finally, the dynamics that characterize wars in purely asymmetric information or commitment models should exist only when the other factor is absent.
The Politics of Military Coalitions Scott WolfordMilitary coalitions are ubiquitous. The United States builds them regularly, yet they are associated with the largest, most destructive, and consequential wars in history. When do states build them, and what partners do they choose? Are coalitions a recipe for war, or can they facilitate peace? Finally, when do coalitions affect the expansion of conflict beyond its original participants? The Politics of Military Coalitions introduces newly collected data designed to answer these very questions, showing that coalitions -expensive to build but attractive from a military standpoint -are very often more (if sometimes less) than the sum of their parts, at times encouraging war while discouraging it at others, at times touching off wider wars while at others keeping their targets isolated. The combination of new data, new formal theories, and new quantitative analysis will be of interest to scholars, students, and policymakers alike.
Reputational incentives are ubiquitous explanations for war, yet consistent evidence of their effects is elusive for two reasons. First, most work searches for the payment of reputational costs, yet strategic censoring systematically biases observational data against revealing them. Second, the locus of reputation is often ambiguous, yet the choice of leader or state as unit of observation has inferential consequences. Our research design (a) focuses on observable implications of reputational theories in appropriate samples and (b) considers two competing sources of reputational incentives: changes in national leaders and in political institutions. Consistent with our expectations, leadership turnover and regime change are each associated with initially high probabilities that militarized disputes escalate to the use of force before declining over time in the presence of a reasonable expectation of future disputes. Reputations are in evidence, but analysts must look for them in the right place.
Can the discovery of petroleum resources increase the risk of civil conflict even before their exploitation? We argue that it can, but only in poorer states where oil revenues threaten to alter the balance of power between regimes and their opponents, rendering bargains in the present obsolete in the future. We develop our claims via a game‐theoretic model of bargaining between a government and a rebel group, where decisions over war and peace occur in the shadow of increasing oil wealth that both increases national wealth and shifts relative power in the government's favor. To test the model's main hypothesis, we leverage data on newly discovered oil deposits as an indicator of the state's expected future power resources. Our argument has important implications for the literature on credible commitments, power shifts, and violent conflict.
