The article focuses on the fact that wars acquire a hybrid character in the 21st century. It is emphasized that the new ways of waging war are aimed at destroying the state from the inside by unbalancing all organizational systems of the state, when national features are destroyed, economic and political subordination to the aggressor occurs. The article details the essence and content of modern wars that are referred to as organizational wars and highlights some aspects of their essence are highlighted in the context of international relations. It is shown that the main tool of organizational warfare is the technology of “controlled chaos”, which involves the use of a strategy of indirect approach and effects-based operations, and that the maximum effect of organizational weapons is achieved in network societies.
The goal of the article is to study the essence of hybrid warfare within the sociological aspect. The paper focuses on the essence of “soft power” as the basis of a certain social technology that comprises the system of means and methods of purposeful action on social processes, the life of people under a hybrid war. The essence of organisational weapons is highlighted in the sociological context. It is noted that organisational weapons are based on special technologies of organisational management reflexion, which are aimed at representatives of social groups and institutions who are directly or indirectly involved in the long-term and short-term regulation of the behaviour of the population. The mechanism of the organizational weapons impact on the value and semantic models of social reality perception is determined.
The subject of the article is education as a component of US foreign policy that was used and still is as an efficient and influential factor in the development of society oriented to American values, viewpoints, and way of life. The goal of the article is to analyse the place and role of education in the US foreign policy strategy in the modern era, while the main objectives are to specify the strategic directions of using education as a “soft power” by the United States as well as identify specific mechanisms that enable achieving the most effective results in this direction. Within the study, all the above objectives are solved. In particular, the main results obtained include the following: the historical context of the US use of education as a “soft power” tool is studied, the strategic directions of using educational potential as a “soft power” are analysed, the areas where educational efforts of the United States have always been concentrated are singled out. The US experience in the sphere of educational services export can be used to specify and theoretically substantiate the capabilities of Ukraine to advance its interests in the international arena using the educational opportunities our country can suggest to the world.
