In de afgelopen maanden is naar aanleiding van de Volksgezondheid Toekomst Verkenning 2010 (VTV), 1 het inspectierapport de Staat van de Gezondheidszorg, 2 en de publicatie van het NPHF gezondheidspamflet, 3 een heftig debat ontstaan over de plaats van de gezondheidsbevordering in het overheidsbeleid. Het discussiethema is ''de vrijblijvendheid voorbij''. Waar de discussie begon over het einde van het laissez-faire beleid van de overheid, liep deze snel uit naar de (on)zin van opleggen van dwingende maatregelen aan burgers. Blijkbaar is het bij gezondheidsbevordering moeilijk een balans te vinden tussen ondersteuning en bevoogding.Gezondheidsbevordering betekent voor het NIGZ het versterken van het individu of van een groep van mensen om beter grip te krijgen op de eigen gezondheid. Naar onze mening hebben mensen recht op ondersteuning daarbij. Wij worden geïnspireerd door het denken van de Ottawa Charter for Health Promotion. De charter is voor ons belangrijk omdat het ervan uitgaat dat gezondheidsgedrag voortkomt uit een interactie tussen mensen en hun sociale, culturele, fysieke en economische omgeving. De Charter onderkent dat gezondheid onlosmakelijk verbonden is aan maatschappelijke processen. Daarom staan maatschappelijke thema's als aandacht voor diversiteit, verminderen van sociaaleconomische gezondheidsverschillen en het vergroten van duurzaamheid centraal. Het NIGZ is de eerste gezondheidsorganisatie in Nederland die lid is van het netwerk maatschappelijk verantwoord ondernemen (MVO) en zich daarin inzet voor het thema van duurzame gezondheidszorg.Het NIGZ benadert de gezondheidsbevordering vanuit vier settings waarin mensen leven: school, werk, wijk en zorg. Daarnaast is er een generiek programma kennis & kwaliteit. Wij gaan er van uit dat aandacht voor gezondheid bijdraagt aan een beter leer-, werk-en woonklimaat, en dat schotten tussen gezondheidsbevordering en het primaire proces in andere sectoren weggenomen moeten worden. Dat is voor ons de betekenis van integraal gezondheidsbeleid. Het programma School, op dit moment het grootste programma bij het NIGZ, richt zich op alle jongeren in het totale onderwijs. Het programma is ook internationaal actief en coördineert het Schools for Health in Europe (SHE) netwerk. Het Programma Werk heeft als speerpunten binnen het programma leeftijdsbewust beleid, mentale fitheid en aandacht voor gezondheidsvaardigheden. In het programma Wijk ligt het accent van het programma op verduurzaming van projecten (van interventies naar duurzaam beleid), een gezonde fysieke omgeving, verbinding van de wijkgerichte eerste lijn (aansluiting tussen gezondheidsbevordering en zorg) en het bevorderen van zelfmanagement door aan te sluiten bij beleving, vaardigheden en sociale omgeving van de burger. Het programma Zorg verbindt preventie en curatie en concentreert op het thema van gezondheidsvaardigheden (health literacy) in relatie tot ouderen, mensen uit lagere sociaaleconomische groepen en migranten. Het programma Kennis & Kwaliteit, ten slotte, analyseert de bestaande kennis e...
betekent dat de zorg beschikbaar en uitvoerbaar moet zijn. Omdat wordt gesignaleerd dat het doorbreken van domeindenken, bekendheid met de mogelijkheden van wet-en regelgeving en de beschikbaarheid van de goede instrumenten van belang zijn, zou het CVZ op een of meer van die terreinen een stimulerende rol kunnen vervullen. Dit zal in afstemming met andere initiatieven, zoals het Landelijk Dementie Programma, en met professionals en cliëntorganisaties moeten gebeuren.Het kabinet zal naar aanleiding van het advies dat de SER begin 2008 zal uitbrengen, beslissen over de toekomst van de AWBZ. Het CVZ kan advies uitbrengen over de manier waarop die besluitvorming het beste kan worden geïmplementeerd. Het kan dan gaan om overheveling van zorg van AWBZ naar ZVW of WMO of instroom naar nieuwe zorgvormen, zoals regiefuncties.
