In this paper, we argue that it is opportune to revisit profound questions about the purpose, nature and value of higher education in society at a juncture where the context of higher education has been significantly influenced by the global sustainability agenda and responsible management education imperatives (United Nations (UN) Principles of Responsible Management Education (PRME), UN Sustainable Development Goals (SDGs), UN Global Compact, UN Decade of Education for Sustainable Development (ESD), etc.). We take Holman's (2000) work on models for management education and his recommendations as our point of departure in critically examining the practice of embedding ESD and UN PRME (as two complementary schemes) in our institution. We explore the nature and interrelationships of Holman's 5 axioms of management education (epistemic, pedagogical, management-as-practice, social, and organisational) in order to provide a reflective account of our experiences and elucidate deeper understandings of what responsible education for sustainable development may mean in practice. The arguments presented here are grounded in both practical theorising stemming from related literature and concrete empirical illustrations generated through our observations and reflections as participants (in our roles as PRME Leader, ESD champion and SD programme leader) in the PRME/ESD initiatives. We have demonstrated that embedding ESD responsibly across a HE institution is a complex, emerging, evolving and non-linear process of addressing simultaneously the curriculum content, power, structures, identity, values, and external checks and balances. Therefore, a critical attention is needed to all 5 axioms and assumptions that are at play and has to be facilitated by a combination of educational activism, informal academic collaboration, formal measures and reporting, and practical skills of maintaining legitimacy and ownership of creative and innovative pedagogic models while negotiating the meaning of those to align with the institutional priorities.2
Preventative maintenance has been identified as a key intervention in protecting built cultural heritage. How organizations approach the maintenance management of listed buildings in their care is explored using a framework which integrates best practice from the general maintenance management and conservation sectors. At present both heritage and non-heritage organizations are falling short of a best-practice approach. Although there is increasing awareness among heritage organizations about the importance of maintenance, these organizations lack a systematic and integrated approach to maintenance that centres on the idea of explicitly using the identification of cultural significance and vulnerability as the key reference point for management decisions and actions. While many of the non-heritage organizations had adopted aspects of a best-practice approach to general maintenance management, these had not been recontextualized for the needs of the listed stock. This paper explores the potential for environmental information to play an instrumental rational role in planning through an empirical investigation of regional planning processes in the German federal state of Brandenburg. The findings show that environmental information is used in only a limited number of policy issues and processes and that where it plays a role in choice making, its function is procedural rather than instrumental. The author concludes that the influence of the regulatory framework on the decisionmaking jurisdiction of regional planning and the disappearance of environmental information in decisions of great economic importance are key constraints on a rational instrumental role for environmental information.
There has been an increasing focus on the potential of city-based initiatives to address the negative impacts of the global food system. Adopting a meso-level policy perspective, this study aimed to explore whether, how, and why the UK non-government organisation led Sustainable Food Cities (SFC) programme has influenced this food agenda at the level of city governance. The research fills a gap in our understanding of the detailed processes through which trans-local food networks influence the capacity of local food partnerships to effect change, sustain themselves, and through a collective effort, to shape the attention of national and international decision-makers. Based on documentary evidence from 29 of the most active member cities and interviews with a purposive selection of stakeholders, the analysis suggests that SFC provided a point of origin for solutions and inspiration on a major and complex issue. However, the absence of a national sustainable food policy framework and little formal national-government recognition of local food governance together with the paucity of funding opportunities threatens the long-term viability of local food partnerships and ultimately places significant constraints on the ability of the programme to effect long-lasting, systemic change.
