This article presents a framework for analysing wellbeing in development practice, drawing on the work of the Wellbeing in Developing Countries Research Group (WeD). Wellbeing is viewed as a social process with material, relational, and subjective dimensions. Wellbeing may be assessed at individual and collective levels, but at base is something that happens in relationship -between individual and collective; between local and global; between people and state. The article considers potential hazards in taking wellbeing as focus, and concludes by considering what real difference such a focus could make.Analyser le bien-être : un cadre pour la pratique du développement Cet article présente un cadre pour l'analyse du bien-être dans la pratique du développement en s'inspirant des travaux du Wellbeing in Developing Countries Research Group (WeD -Groupe de recherche sur le bien-être dans les pays en développement). Le bien-être est considéré comme un processus social doté de dimensions matérielles, relationnelles et subjectives. Le bien-être peut être évalué au niveau individuel et collectif mais, à la base, il s'agit de quelque chose qui a lieu dans une relation -entre l'individuel et le collectif, le local et le mondial, la population et l'É tat. A qualidade de vida pode ser avaliada em nível individual e coletivo, mas na base é algo que acontece em relações -entre indivíduos e coletivo; local e global; pessoas e estado. O artigo avalia os riscos em potencial de se tomar como foco a qualidade de vida, e conclui analisando que diferença real tal foco poderia fazer.Un análisis del bienestar: un marco para la práctica del desarrollo Este ensayo muestra un marco para analizar el bienestar en el campo del desarrollo basándose en los avances del Grupo de Investigación sobre el Bienestar en Países en Desarrollo (WeD por sus siglas en inglés). Se analiza el bienestar como un proceso social con dimensiones materiales, relacionales y subjetivas. The ubiquity of references to happiness and wellbeing indicates widespread anxiety that all may not be well, reflecting the erosion of the social in late capitalist modernity. The paper finds that, rather than helping to solve this problem, individualist formulations of wellbeing in policy mimic or deepen the underlying pathology. Drawing on empirical research in Zambia and India, it advocates an alternative approach, relational wellbeing, which is grounded in a relational ontology that can challenge dominant ideologies of the self, places central the generative quality of relationality which is critical to societal change and engenders a socially inclusive political vision.
The established rhetoric of opposition between state and NGOs as development agents has shifted to one of complementarity and common interest. Along with this, the`comparative advantage' claimed for NGOs has expanded from economic and welfare bene®ts to encompass also the political goods of civil society and popular participation. This paper reviews these developments in the context of Bangladesh. It argues that they need to be assessed critically in ways which are both theoretically informed and locally contextualized. While recognizing that there are, indeed, areas of common experience and interest between the state and NGOs in Bangladesh, it questions whether these necessarily coincide with the interests of those they all invoke: the poor.
This paper considers the distinctiveness of children as development subjects and the challenges this poses to default development 'target group' approaches. It focuses on two key issues: the embeddedness of children within key relationships, and the transformative nature of age-based difference. Rather than viewing adults and children as two fixed categories, it argues that multiple relations amongst and between adults and children comprise aspects of both mutual interest and contradiction, and are always implicated in power. Offering practical tools as well as conceptual discussion to explore these, overall it advocates a person-centred, rather than category-centred, approach to both analysis and practice.
