Technological transitions and governance theories are employed for the analysis of the dissemination behavior of Bus Rapid Transit systems in Latin America. This process presents interesting characteristics and traits that seem to facilitate the overcoming of barriers and act as catalysts for the adoption of innovation. The present study uses a systems perspective to explore the dynamics of Bus Rapid Transit's adoption by different cities in the region and to follow its geographical dissemination, relying on historical data collected on numerous implemented projects.The resulting analysis provides an insight on the determinants and key points for the concept's expansion, which may be useful for the study of the dissemination of environmental technologies in cities. Contextualized, solid demonstration projects and incremental innovations, it is here argued, facilitated the adoption of new ways and promoted the dissemination of this urban mobility solution within a homogenous group of cities. A description of the Bus Rapid Transit system's approach to barriers that are also found to hinder the dissemination of environmental technologies provides a learning basis for future dissemination strategies.
A body of work is starting to emerge that seeks to build on the challenges and lessons of the current global coronavirus crisis for long term sustainability planning and development. This perspective article argues that central to such reflections should be an acknowledgment of the intense territorial impact of the crisis, especially in the places where most of the world's population is increasingly living: cities. We review existing frameworks for SDG implementation in the cities of Bengaluru (India), Medellin (Colombia), and Cape Town (South Africa) and use this as the backdrop for an analysis of local responses to the pandemic. We build on this analysis to reflect on three main avenues for SDG implementation going forward: multi-level governance, the science-policy interface and citizen and society engagement. We argue that strengthening these structures and collaborations will be central to more sustainable, long-term inclusive, and evidence-based decision-making processes and global policy implementation in cities in a post COVID-19 world.
We discuss municipal physical-spatial planning instruments as vehicles for the implementation of Sustainable Development Goals (SDGs) in cities in the Global South. We do this by focusing on Medellin, Colombia, a city that has endured significant challenges–mainly related to poverty and violence–, but has attracted significant international attention due to its approach to territorial planning and its innovative application of new and existing legal tools to transform realities and repay historical debts with the urban poor. We performed a review of the most important documents related to SDG implementation in the country and the city, as well as Municipal Development Plans and legal planning instruments issued from 1 January 2016. The article maps active planning instruments and suggests the analysis, already from the diagnosis and formulation phases, of the linkage among strategies and projects, and SDGs, and the inclusion of SDG considerations in citizen participation instruments such as so-called Local Development Plans.
