Eu égard à la nécessité de fédérer les ressources face aux multiples défis du secteur pharmaceutique, de nombreuses initiatives ont été prises par l’UEMOA à partir des années 2000 en vue d’optimiser la réglementation du secteur pharmaceutique de l’Union. Le règlement n°02/2005/CM/UEMOA demeure le texte fondateur de la réglementation pharmaceutique de l’espace UEMOA. Sa mise en œuvre s’est faite par l’adoption d’autres textes communautaires relatifs notamment aux produits pharmaceutiques, mais aussi à la profession et à l’activité pharmaceutique. A côté de la réglementation communautaire UEMOA concernant le médicament vétérinaire, les initiatives d’harmonisation de la réglementation pharmaceutique au sein de l’UEMOA concernant les produits pharmaceutiques à usage humain ont eu un impact significatif dans les pays membres, et sont de nature à favoriser une meilleure protection de la santé publique. En prenant appui sur la documentation disponible, notamment les textes réglementaires applicables au secteur pharmaceutique de l’espace UEMOA, cet article décrit le processus de mise en place de cette réglementation communautaire et sa portée.
La médecine et la pharmacopée traditionnelles sont pratiquées depuis l’antiquité par les peuples à travers le monde. En Afrique, elle occupe une place de choix dans la vie des communautés où elle constitue leur premier recours pour leurs besoins de santé. Cette place qu’occupe la médecine traditionnelle dans la demande et l’offre de soins de santé des populations a suscité un intérêt majeur dans le monde scientifique et a orienté les instances mondiales, régionales et communautaires pour encadrer cette pratique et optimiser la complémentarité avec la médecine conventionnelle à travers différents mécanismes et stratégies. Plusieurs pays et communautés économiques régionales se sont inspirés de ces démarches et ont amorcé un processus d’institutionnalisation de la médecine traditionnelle. Cette étude se propose de décrire le dispositif législatif et règlementaire autour de la médecine et de la pharmacopée traditionnelle au Niger et suggère des mécanismes de renforcement pour une intégration effective dans les soins de santé pour une meilleure sécurité d’utilisation des médicaments qui en sont issus. Pour cela, nous avons analysé les stratégies et initiatives internationales et dégagé leur influence sur les dispositions nationales pour esquisser des pistes d’amélioration de la pratique, de la qualité et de la sécurité des produits utilisés.
