Zusammenfassung
Die Region ist die zentrale Raumeinheit für die Umsetzung von Klimaanpassungsstrategien. Sie umfasst die funktionsräumliche Dimension der meisten Klimawandelfolgen und ist damit die geeignete Maßstabsebene für kooperative Regierungsformen, eine flexible rechtliche Steuerung, institutionelle Innovationen und kollektive Konfliktlösungen. Wie diese konkret gestaltet sein sollten ist bisher nur in Ansätzen geklärt. In der noch jungen Klimaanpassungsforschung steht die Aufmerksamkeit für Querschnittsaufgaben im Umgang mit den Folgen des Klimawandels im Fokus. Es gilt hierbei Klimaanpassungsmaßnahmen und globale Klimaschutzziele miteinander abzustimmen, mit unsicheren Klimaszenarien umzugehen, Anpassungsmaßnahmen verschiedener Handlungsfelder zu integrieren sowie Akzeptanz für Klimaanpassungsmaßnahmen und ihre Umsetzungsinstrumente herzustellen. Die Realisierung dieser Aufgaben schafft umfassende Abstimmungs- und Koordinationsbedarfe zwischen staatlichen und zivilgesellschaftlichen Akteuren auf unterschiedlichen politischen Ebenen. Dieser Beitrag fasst die Herausforderungen einer regionalen Klimawandel-Governance zusammen und stellt für die Handlungsfelder Raum- und Regionalplanung sowie Forst- und Landwirtschaft geeignete Institutionen, Steuerungsmodi und Instrumente beispielhaft für die Modellregion Nordhessen vor und leitet verallgemeinerbare Schlussfolgerungen für die kommunale Praxis und die Klimaanpassungsforschung ab.
