The aim of this article is to analyze the power of trade unions to influence a French industrial policy. The study examines the case of the medical imaging industry, in which a trade union managed to convince both the firms and the government to invest in a new innovation center. Through a qualitative study, the author highlights step by step the power resources this trade union used to deploy multi-level ‘political work’. Through this lobbying process involving various actors, resources and institutions, the study examines participation of stakeholders in industrial policy formulation and implementation, questioning the possibilities for a trade union to be decisive in economic development. It is found that the lack of trade union structural power and institutional power (including investment capabilities) makes it difficult to successfully put an industrial project on the agenda and even more difficult to participate in the investment phase.
L’objectif de cette thèse est de comprendre les mécanismes permettant à une firme d’agir et de réagir à la réglementation. Nous construisons dans un premier temps un cadre analytique fondé sur la théorie des champs, capable d’analyser à la fois la dynamique réglementaire et la dynamique industrielle qu’elle affecte. Dans un second temps, nous étudions empiriquement les trajectoires des constructeurs automobiles en Europe face aux limites d’émissions de polluants. Nous élucidons ensuite la genèse et la dynamique de cette réglementation, mettant en évidence le rôle de la structure et des acteurs dans la production réglementaire. Enfin, nous montrons comment cette règle est incorporée au sein du processus de planification des constructeurs. Nous montrons alors que l’incertitude produite par les recoupements et décalages entre la dynamique réglementaire et la planification implique des comportements économiques non déductibles ex ante.
L’objectif de cet article est d’interroger la pertinence de l’actuelle politique de filière française. En définissant la filière à partir d’une vision de méso-économie politique institutionnelle, il s’agit de questionner l’existence d’un décalage entre les mesures mises en place récemment en France et l’objectif recherché de structuration des industries en filière en tant qu’écosystème solidaire. L’analyse sera structurée en trois parties. Tout d’abord, à partir du cadre d’analyse de méso-économie politique institutionnaliste, nous définirons théoriquement la filière telle que conçue par les pouvoirs publics comme une configuration particulière d’industries technologiquement proches. Ensuite, nous présenterons les mesures mises en place et envisagées par les pouvoirs publics en France dans le cadre des politiques dites de filières. Enfin, nous montrerons les lacunes de ces mesures, en questionnant la cohérence même des filières à travers des exemples récents dans l’industrie automobile.
The aim of this article is to analyse how the current design and governance of French industrial policy is impeding technical and economic change. Industrial policy needs to address the “grand challenges” such as climate change by driving radically new economic and technical development. After analysing recent trends and the various stakeholders and levels involved in industrial policymaking in France, we show how the complexity; the conflicts between targets, instruments and stakeholders and the capture of industrial policymaking lead to inertia rather than change. The participation of incumbents at every stage of the policymaking reinforces short-term business strategies rather than creating a radical new path. We consider that a multi-level industrial democracy could enable the conditions of change to ensure sustainable industrial development. This requires reviewing the roles of each stakeholder, the way that funds are allocated, and how the implementation of these public policies is monitored.
