L’inclusion financière favorise le développement économique en permettant à une part croissante des ménages et des PME d’accéder à une large palette de services financiers pour un coût raisonnable. Elle apparaît la plus faible en Afrique subsaharienne (AfSS) et en particulier en Zone franc, tant en termes de bancarisation, d’intensité d’utilisation des comptes bancaires que d’accès au crédit. La prévalence de l’exclusion financière en AfSS reflète des facteurs structurels provenant tant des insuffisances de l’offre (coût, gestion des asymétries d’information), de la demande des services financiers (revenus et éducation financière, phénomènes d’auto-exclusion) que de l’environnement réglementaire et du climat des affaires. L’inclusion financière implique, comme tout développement des activités financières, de nouveaux risques pour la stabilité financière et donc un renforcement des réglementations et de la supervision bancaire de façon à ce que la confiance du public et l’accès croissant aux services financiers aillent de pair avec une croissance économique stable et durable. Dans cet article nous analysons l'impact de la volatilité des prix des matières premières sur les recettes fiscales des pays en développement, alors que la littérature s'est principalement concentrée sur son effet sur la croissance économique. Notre analyse quantitative porte sur 80 pays en développement sur la période 1980-2008. Nous construisons des indices spécifiques à chaque pays mesurant la volatilité des prix internationaux de 41 matières premières agricoles, minérales et énergétiques. Nos résultats indiquent que la volatilité des prix des matières premières a un effet négatif sur les recettes fiscales des pays en développement. Plus spécifiquement, la volatilité des prix des matières premières importées réduit les recettes issues des taxes sur le commerce international alors que celle des matières premières exportées diminue les recettes de l'imposition directe. Cet impact négatif de la volatilité sur les recettes fiscales n'est cependant pas homogène pour tous les pays. D'une part, l'impact sur les recettes fiscales de la volatilité des prix des matières premières exportées est négatif sauf pour les pays pétroliers pour lesquels l'effet est nul. D'autre part, l'importance de l'effet dépend de la structure des tarifs douaniers de chaque pays id est est plus fort dans les pays avec une forte dispersion des tarifs.
On 21st July 2005, the Chinese Central Bank revalued the yuan from 8.27 to 8.11 per US dollar. This small revaluation (2.1%) was accompanied by an official modification of the exchange rate system. The authorities announced that "the yuan will be no longer pegged to the US dollar" and that "China will reform the exchange rate regime by moving into a managed floating exchange rate regime based on market supply and demand with reference to a basket of currencies" 2. They did not publish details of the composition of this basket. The revaluation occurred during an intense two-year long debate, among scholars and political leaders about Chinese exchange rate policy, since 2003. American policymakers have often complained that the yuan has long been significantly undervalued, giving China an unfair trade advantage. Thus, China is blamed for a "currency manipulation" that induces job losses in the United States, Japan, Europe and other Asian countries, threatening world economic equilibrium. The yuan being revalued, one might think, is due to China yielding to this international pressure (and recognising its responsibility in the imbalance in world trade). This paper suggests that this interpretation is simplistic and misleading. First of all, it has been demonstrated that for 25 years the Chinese exchange rate policy has aimed at both internal and external targets-and not only export competitiveness 3. Consequently, both must be taken into account in interpreting any exchange rate policy modification. Following this, this paper looks at the rationale behind the recent modification of the Chinese exchange rate policy in reviewing the two debates on the need for revaluation and greater flexibility. Cet article étudie l’impact des entrées d’IDE sur la pénétration de l’assurance non-vie dans 76 pays en développement sur la période 1996-2011. Il s’appuie sur deux effets bien documentés dans la littérature : i) les IDE contribuent à la croissance du revenu par tête, et ii) la hausse du revenu par tête favorise le développement des assurances, notamment de l’assurance non-vie. Ainsi, l’objectif de ce travail est de montrer que les IDE contribuent au développement du secteur des assurances au-delà de l’effet revenu. Les estimations montrent que les IDE ont bien cet effet additionnel de l’effet revenu, mais que son ampleur est conditionnée à la sécurité juridique des contrats et des personnes.
