O trabalho em referência discute o papel do Conselho Municipal de Educação nos processos de elaboração e implementação das ações de um Plano Municipal de Educação. O mesmo decorre de pesquisa de mestrado desenvolvida junto ao Programa de Pós-graduação em Gestão Pública da Universidade Federal do Piauí (UFPI). Trata-se de um estudo de natureza bibliográfica cuja discussões fundamenta-se em Alves (2013), Gohn (2003), Luck (2012), Silva (2010), Silva; Braga (2010) e outros. O resultado aponta que um Plano Municipal de Educação (PME) é um importante instrumento norteador das políticas educacionais, contudo, seu processo de elaboração e implementação deve envolver representantes da sociedade civil e da comunidade escolar, uma vez que, a participação social é essencial para que a política educacional reflita as demandas locais e tenham o reconhecimento da comunidade educacional. Nesse aspecto, os Conselhos Municipais de Educação podem e devem ser excelentes espaços de participação da sociedade, podendo contribuir para a legitimidade dos PME, para que essa política educacional reflita as demandas locais e, assim, ganhe o reconhecimento da comunidade educacional. No entanto, se faz necessário considerar que, mesmo sendo espaços de aprendizagem e produção de saber, eles também, podem desenvolver práticas nem sempre inovadoras e, portanto, reprodutoras de saberes não democráticos.
