O aumento dos gastos com saúde, afeta mais os países em desenvolvimento, sobretudo em função do envelhecimento populacional, da inflação dos custos médicos e da polarização econômica e social. Um dos maiores desafios para o gestor público, em especial de saúde, consiste em buscar ganhos de eficiência, já que os recursos são escassos. Referente aos hospitais universitários, a complexidade do atendimento assistencial é agravada pelo acréscimo das atividades de ensino e pesquisa. A criação da Empresa Brasileira de Serviços Hospitalares (EBSERH) em 2011 implementou a gestão empresarial, onde se acentua a pressão por eficiência. Nesse contexto, o estudo avalia a eficiência do atendimento assistencial nos hospitais universitários federais geridos pela EBSERH. Foi procedida a Análise por Envoltória de Dados (DEA), Modelo BCC (Banker-Charnes-Cooper), com orientação para outputs, para o cálculo da eficiência dos 40 hospitais que mantêm contrato com a EBSERH. Foram aplicados correlação e testes de médias sobre os dados de 2018. Os resultados indicam que 10 hospitais são eficientes, sendo seis localizados na Região Nordeste. Dentre os cinco hospitais com os mais baixos níveis de eficiência, incluem-se os dois do Rio de Janeiro. A taxa de mortalidade foi a variável que apresentou o maior potencial de melhoria, requerendo mais atenção dos gestores. Não foi identificada correlação significante entre a eficiência nos hospitais e a porcentagem de despesas custeadas por fontes de receitas próprias e do SUS. Além disso, observou-se uma diferença entre o nível de eficiência nos hospitais universitários de maior porte e o daqueles de menor porte.
O estudo se utilizou de indicadores de gestão de RP e ferramentas estatísticas para identificar o impacto do Decreto nº 9.428/2018 na gestão de RP das universidades federais. Os resultados apontam que: o Decreto nº 9.428/2018 não impactou de forma relevante a liquidação de RP nas universidades federais; o expressivo cancelamento de RP em 2019 pode ter sido causado, não pela falta de prazo para execução, mas pela limitação do desempenho das universidades federais na liquidação dos RP de despesas de capital e; a pandemia do COVID-19 pode ter aumentado o volume de inscrição em RP dos empenhos de Outras Despesas Correntes.

No setor público, ela pode auxiliar na gestão mais eficiente dos recursos,que reflete na melhoria da prestação de serviços ao cidadão. Este estudo teve como objetivoinvestigar a produção científica de artigos sobre gestão de riscos com enfoque no setor público,publicada em periódicos nacionais. O estudo é caracterizado como uma pesquisa bibliométrica,exploratória-descritiva, documental, com abordagem quantitativa. Foram utilizados os bancos dedados SPELL (Scientific Periodicals Eletronic Library) e Plataforma Capes no período de 2008 a 2018.Observou-se um aumento na produção científica sobre a temática no período compreendido entre2008 e 2016, a partir de quando se observa um declínio. O perfil de autoria predominante foi dedois autores, doutores e vinculados a instituições da Região Sudeste, em especial São Paulo. Foramencontradas publicações em um grande número de periódicos com predominância de classificaçãoQualis B2. Prevalecem pesquisas qualitativas do tipo exploratória com a utilização do estudo decaso. A maior parcela dos estudos realizou-se em entes públicos da esfera estadual e municipal.Identificou-se, também, que uma parcela significativa dos estudos se baseia no modelo COSO.
Objetivo da pesquisa: Analisar a eficiência e a produtividade dos gastos, ações e serviços de saúde nos municípios mais populosos do Ceará antes e depois da EC 95/2016. Enquadramento teórico: O estudo aborda a destinação eficiente dos recursos da saúde, que tem se transformado em um desafio para os gestores municipais preocupados em alcançar a universalidade da assistência à população, sobretudo no contexto de crise econômica e de austeridade fiscal implementado pela EC 95/2016. Metodologia: O estudo utiliza a Análise Envoltória de Dados (DEA) e o Índice de Produtividade Malmquist (IPM), usando o modelo BCC, orientados para output, para aferir eficiência e produtividade dos 36 municípios mais populosos do Ceará, com dados de 2015 a 2018. Resultados: Depois da vigência da EC 95/2016 há maior quantidade de municípios eficientes e com maiores escores de eficiência, não sendo identificado correlação entre a eficiência e os indicadores PIB per capita e IEGM_Saúde. Ademais, houve aumento na produtividade total dos municípios nos anos depois da EC. Originalidade: A pesquisa avalia a eficiência e a produtividade dos gastos com saúde nos municípios cearenses e correlaciona a eficiência com os indicadores PIB per capita e IEGM_Saúde, este último ainda não explorado por estudos anteriores. O artigo também contribui para subsidiar a elaboração das políticas públicas de saúde no Ceará, ao explorar a eficiência e a produtividade dos municípios no contexto da EC 95/2016. Contribuições teóricas e práticas: Em termos teóricos, assinala-se que a EC 95/2016 afetou positivamente a eficiência e a produtividade dos gastos da saúde, entretanto há indicação de ocorrência de impactos negativos ao longo de sua vigência. Na prática, sinaliza-se que os municípios com melhor situação econômica, absorvida pelo PIB per capita, não são os mais eficientes na aplicação dos recursos em saúde, bem como os melhores IEGM_Saúde também não são.
