Concerted political attention has focused on reducing deforestation, and this remains the cornerstone of most biodiversity conservation strategies. However, maintaining forest cover may not reduce anthropogenic forest disturbances, which are rarely considered in conservation programmes. These disturbances occur both within forests, including selective logging and wildfires, and at the landscape level, through edge, area and isolation effects. Until now, the combined effect of anthropogenic disturbance on the conservation value of remnant primary forests has remained unknown, making it impossible to assess the relative importance of forest disturbance and forest loss. Here we address these knowledge gaps using a large data set of plants, birds and dung beetles (1,538, 460 and 156 species, respectively) sampled in 36 catchments in the Brazilian state of Pará. Catchments retaining more than 69–80% forest cover lost more conservation value from disturbance than from forest loss. For example, a 20% loss of primary forest, the maximum level of deforestation allowed on Amazonian properties under Brazil’s Forest Code, resulted in a 39–54% loss of conservation value: 96–171% more than expected without considering disturbance effects. We extrapolated the disturbance-mediated loss of conservation value throughout Pará, which covers 25% of the Brazilian Amazon. Although disturbed forests retained considerable conservation value compared with deforested areas, the toll of disturbance outside Pará’s strictly protected areas is equivalent to the loss of 92,000–139,000 km2 of primary forest. Even this lowest estimate is greater than the area deforested across the entire Brazilian Amazon between 2006 and 2015 (ref. 10). Species distribution models showed that both landscape and within-forest disturbances contributed to biodiversity loss, with the greatest negative effects on species of high conservation and functional value. These results demonstrate an urgent need for policy interventions that go beyond the maintenance of forest cover to safeguard the hyper-diversity of tropical forest ecosystems.

Science has a critical role to play in guiding more sustainable development trajectories. Here, we present the Sustainable Amazon Network ( Rede Amazônia Sustentável , RAS): a multidisciplinary research initiative involving more than 30 partner organizations working to assess both social and ecological dimensions of land-use sustainability in eastern Brazilian Amazonia. The research approach adopted by RAS offers three advantages for addressing land-use sustainability problems: (i) the collection of synchronized and co-located ecological and socioeconomic data across broad gradients of past and present human use; (ii) a nested sampling design to aid comparison of ecological and socioeconomic conditions associated with different land uses across local, landscape and regional scales; and (iii) a strong engagement with a wide variety of actors and non-research institutions. Here, we elaborate on these key features, and identify the ways in which RAS can help in highlighting those problems in most urgent need of attention, and in guiding improvements in land-use sustainability in Amazonia and elsewhere in the tropics. We also discuss some of the practical lessons, limitations and realities faced during the development of the RAS initiative so far.

Secondary vegetation (SV) from land abandonment is a common transition phase between agricultural uses following tropical deforestation. The impact of SV on carbon sequestration and habitat fragmentation across tropical forest frontiers therefore depends on SV dynamics and demographics. Here, we used time series of annual MapBiomas land cover data to generate the first estimates of SV extent, age, and net carbon uptake in the Brazilian Amazon between 1985 and 2017. SV increased over time, totaling 12 Mha in 2017, 44% of which was 5 years old. Between 1988 and 2017, 19.6 Mha of SV was cleared, adding 45.5% to the area of primary deforestation detected by the Brazilian monitoring system (PRODES). Rates of SV loss have exceeded PRODES deforestation since 2011. Based on the age and extent of gains and losses, SV was a small net carbon sink during this period (8.9 Tg C yr −1 ). As SV is not formally protected by national environmental legislation or monitored by PRODES, long-term benefits from SV in the Brazilian Amazon remain uncertain.

SUMMARYBrazilian environmental law imposes more restrictions on land-use change by private landowners in riparian forests than in non-riparian forest areas, reflecting recognition of their importance for the conservation of biodiversity and key ecosystem services. A 22-year time series of classified Landsat images was used to evaluate deforestation and forest regeneration in riparian permanent preservation areas over the past two decades, focusing on the municipality of Paragominas in the state of Pará in eastern Amazonia. There was no evidence that riparian forests had been more effectively protected than nonriparian forests. Instead, deforestation was found to be comparatively higher inside riparian permanent preservation areas as recently as 2010, indicating a widespread failure of private property owners to comply with environmental legislation. There was no evidence for higher levels of regeneration in riparian zones, although property owners are obliged by law to restore such areas. A number of factors limit improvements in the protection and restoration of riparian forests. These include limited awareness of environmental compliance requirements, the need for improved technical capacity in mapping the distribution and extent of riparian forests and the boundaries of private properties, and improved access to the financial resources and technical capacity needed to support restoration projects.

Up to 80% of each private rural property in the Brazilian Amazon is protected by law through the Legal Reserve (LR) mechanism of the federal Forest Code, underlining the conservation importance of forests on private lands in one of the world´s most important biomes. However, our understanding of the discrepancies in levels of forest protection on private lands as obligated by the law versus what occurs in practice remains very poor. We assessed patterns of forest cover and legal compliance with the Forest Code in the 1.25 Mkm 2 Brazilian state of Pará, which has the highest deforestation rate in the Amazon. We evaluate the LR deficit and surplus patterns for different sized properties and across 144 municipalities, and found that the total LR surplus (12.6 Mha) was more than five times the total area of deficit (2.3 Mha). Yet, from the total surplus, only 11%can be legally deforested while the remaining 89% is already protected by law but can be used (sold or rented) to compensate for areas that are under deficit. Medium and large-scale properties make up most of the total LR deficit area, while agrarian reform settlements had comparatively large amounts of both compensation-only surplus and deforestable surplus. Most of the municipalities (77%) in the state could compensate their total deficit with surplus areas of LR in the same municipality, while the remainder can be compensate their deficit in one or more neighboring municipality, indicating compensation can always take place close to the source of the deficit. Maximising the environmental benefits of achieving Forest Code compliance requires measures that go beyond the existing legal framework, including interventions to avoid further deforestation in places where it is still legal, compensate in close proximity to areas with legal reserve deficit and promote local restoration on degraded lands.

The conservation and restoration of native vegetation is vital for providing key hydrological services (i.e., maintaining high water quality, atmospheric humidity, and precipitation patterns). However, this research area lacks fine-scale studies at the watershed level to evaluate opportunities for forest restoration and deficit (the shortfall of forest required to be restored or compensated), as well as the implications for watershed management. We provide the first fine-scale estimation of forest and deficit distribution, integrating permanent preservation areas (APPs, in Portuguese) and legal reserves (RL, in Portuguese), according to Brazilian environmental law, for the 41,300 km2 Itacaiúnas watershed in the Brazilian state of Pará, which has lost 50% of its vegetation cover. Using 30 m- and 10 m-resolution imagery, a multi-temporal land use classification was performed by geographic object-based image analysis (GEOBIA). The results were combined with a set of Brazilian regulations on the conservation and restoration of APPs and RL to assess patterns of forest cover and legal compliance. We found that the total RL deficit (4383 km2) was higher than the total forest surplus (above legal obligation) (3241 km2). However, most of this deficit (56%) could be compensated by protecting a forest area in another property within the Amazon biome, while 44% must be legally restored. Only 4% of the total forest surplus can be legally deforested, and the remaining 96% is already protected by law but can be used to compensate for areas under the deficit. We also found that, despite 57% (3017 km2) of the total APP being forested, only 26% (1356 km2) of the APP must be restored and 17% (881 km2) can remain deforested (consolidated areas). The 2012 law revision reduced the obligation to restore RL and APPs. This change could affect hydrological and ecological services. Compensation mechanisms could be used to protect forest within the Itacaiúnas watershed, rather than in the biome, to reduce further deforestation pressure.
