L'article étudie les conditions du développement coproduit de la performance socialement responsable d'une collectivité territoriale. Pour cela, il mobilise une recherche-intervention menée au sein d'une mairie de 900 agents d'une commune de 50 000 habitants. Les résultats émergents de la recherche montre que la performance socialement responsable d'une collectivité territoriale demande le recours à une méthode de management adaptée permettant une représentation co-construite de la performance publique entre les sphères administrative et politique, son évaluation systématique et une réduction de la distance cognitive entre les acteurs publics pour stimuler la synchronisation et le pilotage des politiques et la coproduction des stratégies publiques décidées.
L’évaluation des politiques publiques en France est soumise à un paradoxe : louée par l’ensemble des parties prenantes de l’action publique, elle n’est que faiblement pratiquée ; lorsqu’elle est pratiquée, elle n’alimente que peu le pilotage de l’action publique. À partir d’une recherche-intervention longitudinale réalisée de 2018 à 2020 concernant le dispositif public Atelier Santé Ville d’une métropole française, cet article s’interroge sur les apports d’une démarche d’évaluation articulée au pilotage de la performance et intégrant les parties prenantes. Après avoir mis en évidence les résultats de l’évaluation des impacts socio-économiques de ce dispositif public, nous proposons les caractéristiques de ce que pourrait être une évaluation participative et intégrée au pilotage de l’action publique.
Le concept de performance globale est questionné du fait notamment des difficultés de son pilotage. C’est également le constat que nous faisons dans cet article qui s’appuie sur une recherche-intervention conduite au sein d’une collectivité territoriale. Si, par nature, cette organisation poursuit l’ambition de générer une performance globale, elle ne parvient pour autant pas à concrétiser tout à fait cette ambition. Nous mettons en évidence que la notion de performance est trop complexe et trop dynamique pour être saisie dans sa globalité et qu’elle peut être appréhendée que sous la forme de points de vue, nombreux et variés.
