In this study, the main arguments, aims and application areas of neoclassical realism which emerged as a result of the criticism and questioning within the realist tradition due to the theoretical diversification experienced after the Cold War in the discipline of international relations are questioned. The fact that the dominant theory of the discipline, structural (neo) realism, indeed is an international policy theory and that it gives the fundamental determinants to the structure of the international system has caused deficiencies in examining the effects of individual foreign policies of the states. Neoclassical realism, which is essentially a foreign policy analysis approach, provides a theoretical framework for understanding foreign policy behaviors by combining the determinism of local dynamics with the pressure of the international system in order to overcome this deficiency. In the article, how neoclassical realism differs from other realist theories is examined through independent, dependent and intervening variables which are the components of the foreign policy analysis model it has constructed, and ultimately criticisms of neoclassical realism are discussed through new studies. And finally, the contribution the analysis of the foreign policies of the states from the realist point of view has made especially to the analysis of the changing international policy conditions has been tried to be explained.
Çok uluslu barış operasyonları, uluslararası barış ve güvenliğin sağlanması hususunda modern uluslararası sistemin izin verdiği ve en yaygın biçimde kullanılan araçların başında gelmektedir. 70 yılı aşkın süredir düzenlenmeye devam eden barış operasyonlarına yönelik, süreç içerisinde çatışmaların niteliğinde yaşanan dönüşümlere ve "barış" düşüncesinin geçirdiği evrime bağlı olarak bir dizi reform yapılmış ve bu operasyonlar, günümüzdeki çok amaçlı ve çok yöntemli haline gelmiştir. Operasyonlara BM ve diğer uluslararası ve bölgesel örgütler ile çok sayıda devlet katılım göstermiştir. Katılımcı ülkelerden bir tanesi olarak Türkiye de barış operasyonlarına önemli destek sağlamıştır. Bu çalışmada, Türkiye'nin barış operasyonlarına katılımı; tarihsel ve nedensel bağlamlarda analiz edilmektedir. Türkiye'nin, güvenlik stratejilerinde yaşanan değişimlere bağlı olarak, barış operasyonlarına katılımının hem içerik hem de yoğunluk bakımından farklılık gösterdiği çalışmanın temel iddiasıdır. Bu bağlamda, Türk dış politikasında bir süreklilik unsuru olarak görülen barış operasyonlarına katılımın realist bir bakış açısıyla açıklanabileceği ve Türkiye'nin çıkar odaklı bir anlayış benimsediği çalışmanın başlıca sonucudur.
This article aims to determine the main motivation behind Türkiye’s involvement in the Libyan Civil War as an active actor since 2019 which can be seen as a deviation from its traditional foreign policy. Türkiye has involved in the Libyan conflict following the establishment of the Eastern Mediterranean Gas Forum (EMGF) which it believes threatens its vital interests in the region. In this study, this involvement is described in the context of Stephen M. Walt’s balance of threat theory. It is argued that Türkiye’s Libyan policy is essentially a balancing policy against the threat posed by the alliance against its interests in the Eastern Mediterranean region. It is further argued that maintaining stability in Libya led by the Government of National Accord (GNA)
