ABSTRAK General Provisions for Zoning Regulations are a tool for controlling space utilization. This tool contains general requirements for spatial use and for managng in all regency. This tool contains at least the rules of activity and the intensity of utilization of space, minimum standards of facilities and utilities, provisions on the use of space that were through by network system and special provisions. These minimum prerequisites sometimes cannot fulfill, consequently this making it difficult to implement control of spatial use. The purpose of this study is to evaluate the quality of the land use control instruments of Kendal regency. This research uses quantitative rationalistic deductive method, with descriptive empirical technical analysis. The results of this study indicate that the completeness of zoning regulations for spatial plan in the Kendal Regency didnt not in accordance with the minimum standards (the provisions of the activities, the provisions of building intensity and the minimum standard provisions for utilities and facilities were incomplete and these dint not according to standard). Some of the influencing factors include lack of understanding in compiling regional regulations and plurality of interests in spatial planning. Alat ini berisi persyaratan pemanfaatan ruang secara umum dan ketentuan pengendaliannya di seluruh wilayah kabupaten. alat ini minimal berisi aturan kegiatan dan intensitas pemanfaatan ruang, standart minimum sarana-prasarana, ketentuan pemanfaatan ruang yang dilewati sistem jaringan dan ketentuan khusus. Prasyarat minimal ini kadang tidak bisa dipenuhi, akibatnya menyulitkan dalam implementasi pengendalian pemanfaatan ruang. Tujuan penelitian ini untuk mengevaluasi kualitas instrumen pengendalian (Ketentuan Umum Peraturan Zonasi) kabupaten Kendal. Penelitian ini menggunakan metode deduktif kuantitatif rasionalistik, dengan teknis analisis desktriptif empiris. Hasil penelitian ini menunjukkan bahwa kelengkapan peraturan zonasi dalam rencana tata ruang wilayah Kabupaten Kendal belum sesuai dengan standart minimum(ketentuan kegiatan, ketentuan intensitas bangunan dan ketentuan standart minimal prasarana dan sarana tidak lengkap dan tidak sesuai standart). Beberapa faktor yang mempengaruhi diantaranya adalah kekurang pahaman penyususun peraturan daerah dan kemajemukan kepentingan dalam penyusunan tata ruang. Abstract100 Resilient City is an activity program pioneered by the Rockefeller Foundation which is intended to help cities become strong cities in the face of physical, social, and economic shocks and battles that developed in the 21st century. Cities that have been chosen as 100 Resilient City has a resilient city resilience strategy policy document. 100 Resilient City is indicated not to apply the theory/concept of the category and the purpose of 100 Resilient City. The purpose of this study is to examine and allocate the theory/concept of categories and strong city goals in the strategic policy document of 100 Resilient City. The method used is a qualitative rationalistic deductive method. After evaluating the policy documents of 100 Resilient City, it was found that it did not apply the tough city category and purpose. Kota yang telah terpilih sebagai 100 Resilient City mempunyai dokumen kebijakan strategi ketahanan kota tangguh. Namun pada dokumen kebijakan strategi ketahanan yang dimiliki Kota 100 Resilient City terindikasi tidak menerapkan teori/konsep kategori dan tujuan kota tangguh. Tujuan dari penelitian ini adalah untuk mengkaji dan mengalisis teori/konsep kategori kota tangguh dan tujuan kota tangguh pada dokumen kebijakan strategi Kota 100 Resilient City. Metode yang digunakan adalah metode deduktif kualitatif rasionalistik. Setelah melakukan evaluasi pada dokumen kebijakan strategi ketahanan 100 Resilient City ditemukannya tindakan tidak menerapkan kategori dan tujuan kota tangguh. Hal ini dapat terjadi dikarenakan kondisi kota dengan guncangan dan tantangan yang berbeda-beda sehingga dapat mempengaruhi penerapan teori/konsep kategori dan tujuan kota tangguh.Kata Kunci: Evaluasi, Kota Tangguh, Dokumen Kebijakan Strategi Ketahanan, Kota 100 Resilient City
Ruang Terbuka Hijau (RTH) di perkotaan keberadaannya sangat penting tidak hanya dari sisi estetik, dan ekologis, tetapi juga secara sosial dan ekonomi. Keberadaan ruang ini, menjadi sangat langka dan sulit untuk dipenuhi, akibat kurangnya langkanya lahan di perkotaan. Upaya pemenuhan RTH secara umum hanya didasarkan pada pertimbangan pemenuhan angka 30% luas perkotaan dengan perincian 20% publik dan 10% RTH privat, tanpa melihat detailnya sesuai dengan pedoman teknis yang berlaku di Indonesia. Kajian potensi RTH sempadan sungai ini berlokasi di Kota Semarang, dengan pendekatan perhitungan terinci sesuai standar Peraturan Menteri Pekerjaan Umum No. 5 Tahun 2008. Identifikasi luasan dibantu dengan alat analisis GIS yang di triangulasikan dengan data primer dan sekunder. Hasil perhitungan yang menunjukkan ada potensi yang cukup besar untuk RTH sempadan sungai sebesar 11,95% (dari yang seharusnya 1,5% bersama RTH fungsi tertentu lainnya). Potensi kelebihan ini sebagian tentu bisa dimanfaatkan untuk pemenuhan RTH taman kota yang saat ini capaiannya rata-rata hanya sebesar 3,776% dari 12,5% yang di tentukan.
Flood disasters in urban areas have become a frequent occurrence, especially in cities with high activities. The climate change phenomenon marked by increased rainfall also triggers the risk of flooding in urban areas. The flood disaster also occurred in the Kaliwungu District, which is one of the urban areas in the Kendal Regency, Central Java Province. The causes of flooding in urban areas is the failure of the drainage system to accommodate flood overflows. System failure in urban areas can affect the functioning of all systems in urban areas. This is supported by the high complexity of the urban system that influences each other, there are physical, social, and economic components of the community. There are two main questions in this research, namely “What forms the relationship between urban systems and disaster risk management?” and “How are urban systems and disaster risk management related to reducing flood disasters? So the aim this research is achieved of this study is to examine the relationship between urban systems and disaster risk management in an effort to reduce flood disasters. This research uses a descriptive case study method, which is based on qualitative material from various sources, including scientific articles, observation of the study site, and in-depth interviews. This study seeks to reveal the relationship between urban systems and flood risk management. The thing that links between urban systems and flood risk management is the main role of urban system functions in efforts to reduce flood disasters through comprehensive and complex disaster risk management. Thus, the urban system and disaster risk management must be interrelated in the preparation of urban spatial plans.
