Este artigo tem como objetivo analisar quais os principais fatores que dificultam a viabilidade econômico-financeira de uma startup, propondo uma escala de mensuração destes fatores. A pesquisa foi realizada a partir da aplicação de um questionário estruturado por meio eletrônico. O questionário foi aplicado no mês de maio de 2015, sendo respondido por 131 indivíduos de 13 estados brasileiros. Esta amostra é composta por 5 categorias de pessoas classificadas de acordo com a relação com startups, sendo elas: (1) empreendedores, (2) potenciais empreendedores, (3) pesquisadores, (4) integrantes de mecanismos públicos de apoio e (5) integrantes de incubadoras e/ou de aceleradoras. O questionário com questões objetivas com uma escala de 1 a 5 inqueriu sobre aspectos relacionados a dois conjuntos de fatores: a capacidade do empreendedor; e variáveis externas. Como resultado obtivemos uma escala de mensuração dos fatores dificultadores da viabilidade de startups. A escala foi elaborada por meio de uma Análise Fatorial Exploratória (AFE), sendo o instrumento (em sua versão final) composto de 13 questões divididas em 4 fatores, dois relacionados a capacidade do empreendedor (planejamento e gerenciamento do negócio e gestão administrativa e financeira); e dois relacionados a variáveis externas (apoio técnico e financeiro e tributos e burocracia).
3 RESUMOUm dos aspectos de maior relevância no planejamento orçamentário e na gestão dos negócios é a previsibilidade dos custos de produção. Os custos dos insumos possuem impactos diretos no custo do produto final. Este trabalho tem como objetivo analisar os impactos da variação cambial sobre os custos de produção. O estudo foi realizado utilizando dados de uma empresa industrial sediada na Região Metropolitana de Salvador, Bahia, Brasil, que importa 95% da sua matéria prima de Israel, indexada em Dólar norte-americano. A análise foi realizada utilizando períodos com distintas cotações do Dólar com 3 posições de transação: compra à vista, compra a prazo com e sem o uso da medida protetiva de hedge. Os resultados apontam que a variação cambial impacta na variação e na previsibilidade dos custos e que as medidas de proteção, protegem parcialmente as operações de compra, pois, protege apenas quando ha elevação acentuada da cotação do Dólar em relação à data da transação e, quanto maior o prazo, maior é o custo do contrato de hedge, maior é a variação cambial necessária para que o uso do hedge torne-se vantajoso.Palavras-chave: Planejamento orçamentário. THE IMPACT OF THE CHANGE IN BUDGETARY PLANNING: AN ANALYSIS OF THE USE OF CAMBIAL PROTECTION MEASURES ABSTRACTOne of the most important aspects of budget planning and business management is the predictability of production costs. Input costs have a direct impact on the cost of the final product. This paper aims to analyze the impacts of exchange rate variation on production costs. The study was carried out using data from an industrial company based in the Metropolitan Region of Salvador, Bahia, Brazil, which imports 95% of its raw material from Israel, indexed in US dollars. The analysis was carried out using periods with different Dollar prices with 3 transaction positions: spot purchase, forward purchase with and without the use of the hedge measure. The results indicate that the exchange variation impacts on the variation and the predictability of costs and that the protection measures partially protect the purchase operations, since it protects only when there is a sharp rise in the dollar quotation in relation to the date of the transaction and, the longer the term, the greater the cost of the hedge contract, the greater the exchange variation necessary for the use of the hedge to become advantageous.
