The author claims that the COVID-19 pandemic could cause neoliberalism to break, based on four arguments addressed in four sections. The first section demonstrates that such a break is possible within the long wave theory framework. The second section points out that the neoliberal long wave was created by certain social and political actors from the 1980s onward and has already entered the downswing period since 2008. The third section shows that COVID-19 creates an economic crisis that causes an ideological transformation that further weakens neoliberalism. The fourth section emphasizes that the attitudes of industrial relations actors (and conflicts between them) will affect the shaping of the post-COVID-19 period. As a result, the trade union political action will be crucial in the coming years to revive themselves and create more regulated capital–labor relations.
Endüstri ilişkileri yazınında, sendikaların yeniden canlanması için en çok tartışılan konuların başında örgütlenme stratejisi gelmektedir. Bu çalışma, Türkiye’deki üç büyük işçi konfederasyonun ve bunlara bağlı bazı sendikaların örgütlenme stratejisiyle ilgili perspektiflerini ve uygulamalarını ortaya çıkarmayı amaçlamaktadır. Bu amaçla sendikalarda çalışan örgütlenme sorumluları ve sendika yöneticileri ile yarı biçimlendirilmiş mülakatlar gerçekleştirilmiştir. Çalışmanın sonunda şu bulgulara ulaşılmıştır: Perspektif bakımından Türk-İş ve DİSK’in örgütlenme stratejisine, Hak-İş’in paydaşlık stratejisine yakın olduğu anlaşılmıştır. Uygulamada ise her üç konfederasyonun da örgütlenme stratejisiyle uyumlu olmadığı fakat bireysel olarak bazı sendikaların eksikliklerine rağmen örgütlenme stratejisini uygulamaya çalıştıkları ortaya çıkmıştır. Son olarak, örgütlenme çabalarının sendikalar-arası haksız bir rekabete dayanmakta olduğu izlenimi edinilmiştir.
This article offers to rethink John Kelly’s mobilization theory within the social structure of accumulation (SSA) approach, a long-wave theory version. The SSA theory claims that institutional changes shape long waves with the decisive roles of capital–labour conflict, economic crises and political decisions. The SSA theory also introduces a different long-wave chronology that is more consistent with Kelly’s approach. Such a chronological reorganization allows Kelly’s expectation of union revitalization to be maintained. By drawing an intersection of these two theories, it is conceivable to conceptualize long waves more in line with the character of mobilization theory. Therefore, the article suggests that union revitalization is still possible in the context of these theories.
