L’entrepreneuriat est vu par les régions éloignées comme une manière de diversifier leur économie afinde se sortir d’une vision axée sur l’exploitation des ressources et de la main-d’oeuvre par des industries dont lesintérêts sont extérieurs et dont l’activité contribue à accentuer les disparités socioéconomiques locales. Malgrécertaines initiatives de soutien publiques et privées, plusieurs contraintes limitent le soutien donné aux entrepreneurs. Le but de cette étude est donc de mieux comprendre l’accompagnement nécessaire à la poursuite d’un projet entrepreneurial dans la région du Saguenay–Lac-Saint-Jean. Pour ce faire, nous utilisons les différents attributs composant l’écosystème entrepreneurial de Spigel (2017) pour analyser et interpréter des entretiens que nous avons réalisés avec différents groupes d’entrepreneurs de la région. Il en ressort entre autres que l’offre d’accompagnement n’est pas toujours adaptée aux besoins des entrepreneurs et qu’il reste des attributs de l’écosystème entrepreneurial à développer. Entrepreneurship in remote areas is viewed as a way to diversify their economies. The objective is to move away from a vision centred on resource and workforce exploitation by industries with outside interests and whose activities contribute to increase local socioeconomic inequalities. Despite some public and private support initiatives for entrepreneurs, a number of constraints limit this support. This study aims to better understand the support required to pursue an entrepreneurial project in the Saguenay–Lac-Saint-Jean region. To achieve this, we use the different attributes making up the Spigel (2017) entrepreneurial ecosystem to analyze and interpret our interviews with various groups of entrepreneurs in the region. This shows, among other findings, that the support offered is not always suited to the needs of the region’s entrepreneurs and that there are attributes of the entrepreneurial ecosystem that remain to be developed.
Sommaire: L'État incite les établissements publics et les organismes communautaires à développer et à augmenter la fréquence de leurs relations interorganisationnelles. L'État veut ainsi favoriser une intégration des services permettant une meilleure réponse aux besoins sociaux de la population. Cette étude propose une typologie permettant d'analyser les modèles de relation qui se mettent en place entre ces deux groupes d'acteurs. La recherche s'est intéressée aux interfaces dans le secteur des services sociaux à l'enfance, à la jeunesse et aux familles québécoises. Au total, 111 gestionnaires ont répondu à un questionnaire leur permettant d'évaluer leurs rapports en fonction de quatre dimensions proposées par Coston pour situer les relations entre l'État et les organismes du tiers secteur. Le modèle de relation rapporté par les répondants est celui de la coexistence. Quoique le modèle de relation rapporté par les organismes communautaires et par les établissements publics soit le même, une analyse plus nuancée des résultats permet de constater que les organismes communautaires se perçoivent appartenir à un système plus socio‐étatique (dominé par les établissements de réseau) que les répondants des établissements publics. Abstract: The government encourages public institutions and community organizations to develop and increase the frequency of their inter‐organizational relationships. In doing so, the government seeks the integration of their services in order to meet the social needs of the population more effectively. This study aims to develop a typology for analysing patterns in the relationships being established between these two groups of stakeholders. The research focused on the interfaces in the social service sector for children, youth and families in Quebec. In total, 111 managers responded to a survey that enabled them to assess their relationships on the basis of four dimensions proposed by Coston for analysing relationships between the government and third‐sector organizations. The respondents identified “coexistence” as the most common type of relationships. Although the community organizations and the public institutions identified the same type of relationships, a more nuanced analysis of the survey results reveals that community organizations see themselves as part of a system that is more “socio‐governmental” in nature (i.e., dominated by the institutions in the network) rather than “public.”
Les systèmes alimentaires de proximité sont vus comme une solution pertinente au modèle agroindustriel dominant et à ses externalités négatives. La compréhension du secteur de production régionale permet de mieux structurer le marché local afin d’assurer son bon développement. C’est dans cette démarche que cette étude s’inscrit. Elle a pour but de dresser un état de la situation du secteur horticole en circuits courts au Saguenay–Lac-Saint-Jean au Québec, Canada. Pour ce faire, nous avons réalisé un questionnaire à destination de 95 producteurs de la région. Les données quantitatives obtenues ont permis d’identifier les enjeux auxquels doit faire face l’agriculture de proximité régionale. Elles pourront également appuyer d’autres travaux sur le développement de la souveraineté alimentaire locale.
