Purpose -This paper seeks to contribute to the management literature by providing a theoretical frame. The authors analyze the dynamic relationship and interactions that exist between three organizational capabilities (collective intelligence, knowledge management and innovation) and the correlation with decision-making effectiveness. The aim is identifying the interaction between the different dimensions and the mediating role of information technology. Design/methodology/approach -The authors' research question is to determine how organization can combine these capabilities to create superior value and to understand the role played by information technology. Their conceptual model is founded on the interconnection between different dynamic propositions. Findings -The authors find in the review of the literature that the different capabilities are interdependent and have a positive association with effective decision making and superior value creation.Research limitations/implications -The authors' theoretical model could incorporate other organizational capabilities, such as organizational performance. Additionally, ground experimentation and simulation are needed to confirm their proposal. Practical implications -The findings carry theoretical implications for the decision-making literature as they extend the scope of the research on information technology management. Moreover, this research allows managers to recognize better how to manage their employees effectively and to extend their strategy space with the aim of identifying new managerial practices. Originality/value -The conceptual model links various organizational capabilities with strategic notions in the management of organizations. The goal of this theoretical article is to understand how three organizational capabilities affect firms' decision making and how information technology can optimize the process.
L’évolution des Technologies de l’Information et de la Communication (TIC) est étroitement liée, d’un côté à leurs usages et leurs appropriations par les acteurs humains, d’un autre côté au périmètre fonctionnel qu’elles couvrent et à la performance technique qu’elles réalisent au sein des organisations. Mais cette vision tridimensionnelle est relativement récente. Elle est le fruit de recherches ayant mis en relief le surdimensionnement de la dimension technologique au détriment des deux autres : humaine et fonctionnelle. Notre article présente l’évolution des TIC à travers une approche tridimensionnelle en essayant d’expliciter les paradigmes ayant servi à construire cette démarche. Tout en appréhendant les apports de l’évolution des TIC sous plusieurs angles, nous relevons l’importance de nouveaux questionnements tels que la dimension « verte » des TIC.
Les Innovations Sociales Numériques (ISN) sont mobilisées dans divers contextes et donnent lieu à des changements sociaux, technologiques et environnementaux. Les ISN émergent principalement des initiatives de la société civile et des politiques publiques. Notre périmètre de recherche se limite au lien gouvernants/gouvernés et à sa construction sociale à travers les ISN de l’e-participation citoyenne. Le phénomène de la CivicTech intègre bien ce centre d’intérêt et parvient à créer de nouveaux rapports à l’information, au numérique, au politique et aux préoccupations écologiques et solidaires entre les acteurs. La CivicTech (abréviation de Civic Technology) regroupe l’usage des technologies pour la démocratie et pour l’engagement civique. Notre travail de recherche porte sur les enjeux de la CivicTech avec un regard exploratoire sur les pratiques au niveau national et international. Nous comprendrons que le développement des ISN de démocratisation, tout en demeurant à l’œuvre au sein des sociétés contemporaines, soulève une complexité tant sociale qu’organisationnelle et numérique que nous devons chercher à comprendre et sur laquelle nous devons essayer d’agir.
The Information and Communication Technologies’ (ICT) integration in administration activities provides different managerial implications. The use of ICT helps public services in transforming their ‘traditional’ into more effective and sustainable management practices. The experience of e-administration implementation taking into account a ‘Sustainable management’ dimension will require the adoption of multidimensional approach based on a Human, Activity and Technological dimensions. We associate to these different dimensions a transversal level: Green or sustainable dimension. The main challenge is the implementation of systems able to guarantee to citizens, companies, administrations and international institutions the real access to these systems based on sustainable uses and practices.
